pavilion organized by Town Secretary, Charlotte Allen. In addition to Double
Oak residents, Sue Tejml the Mayor of Copper Canyon attended and Sue
brought her Town Administrator Paulette Hartman. Double Oak Police and
Volunteer Fire Department, Argyle Police Chief and Argyle Fire Chief,
policemen and firemen also attended.

Police Chief Jason Jones read the Police Officer’s Prayer, and DOVFD
Fireman Jeremy Foust read the fireman’s prayer. Pastor Mike Messerli from
Crossroads Bible Church in Double Oak led all of us in a prayer of
remembrance.
Mayor Pro-Tern David Mize led us in Pledge of Allegiance. Then a Double
Oak police and a DOVFD firefighter lowered the flag to half-staff and
Councilman Tom Pidcock read the Patriot Day statement. Observing a
moment of silence followed this. Then the flag was raised.
Barry Forrest a member of Crossroads Bible Church led us in the “Star
Spangled Banner” and sang “America the Beautiful”. I know I was choked-
up on several occasions. It was a lovely remembrance. If you missed it, try
next year.

S an Aggressive Traffic Program
The opening of area schools always brings increased vehicle and pedestrian traffic. I
want to take this opportunity to remind you that the community’s children will be
walking, pedaling bicycles and crossing the streets. You should be cautious driving
through the residential and school zones during the mornings and afternoons. The speed limit anywhere in
Double Oak is 30 mph with officers closely patrolling. We would like your cooperation in observing the speed
limit in the school and construction zones on Kings Road. As a reminder, when workers are present in a construc-
tion zone, traffic fines will double. While it is common knowledge that traffic law enforcement is a portion of
police duties it is not the only thing the department does. However, it is an important aspect of our responsibili-
ties. The main reason why this department has started to aggressively enforce our traffic laws is for the safety of
our citizens. Some might think that the more citations we write, the more money we get. That’s not true! While
others think that we have a quota to meet, not true either! We will stop a motorist or bicyclist if the officer has
observed a violation of the law that in some way affects the safety of others. The officers are monitoring several
kinds of traffic: pedestrian, bicyclist and vehicles. Our community has become more entwined and grown closer
together which will continue to increase these types of traffic. As a citizen you must be aware of your responsi-
bilities with this issue.
Here are some suggestions:
Take a Defensive Driving Class (even without the Judge making you)
Take a Bicycle Safety Course
Wear high visibility clothing when walking, day or night
PAY ATTENTION! When you see an officer directing traffic don’t run over the officer (we frown on
that)
Be aware of your surroundings. Don’t get so wrapped up in the music, cell phone, or kids in the back
seat that you don’t see the oncoming traffic.
Again, I would like to ask the motorist, bicyclist, and pedestrians to take the time and really learn the traffic laws.
Please, adjust your driving habits accordingly. Your patience is important and appreciated.
We are still receiving several inquiries as to how to contact the on-duty police officer. For a police response to
any citizen request for law enforcement services that may or may not be an emergency. The number to the Denton
County Sheriff’s Department Communications Center is (9401 349-1600. Double Oak Officers are in constant
contact with this agency by radio. You may call this number to request a police officer to be sent to a location for
the purpose of providing police services. This would include situations such as making various reports of crimes
after they have occurred, house watch or close patrol requests, and occasions in which you wish the officer to
contact you directly.

Drought Forces Upper Trinity to Pay for Water Twice
Upper Trinity Regional Water District (UTRWD) has been proud that no member entity of
Upper Trinity went without water this past summer. That is true. What wasn’t made
known, until the September 7th Board Meeting, was that Upper Trinity had to pay, not
once, but twice for some of its raw water this summer. Why?
Upper Trinity’s primary source of water is Lake Chapman in east Texas. But due to the
ongoing drought, the lake has only 22% of its water capacity available. To make matters
even worse, the lake’s intake channel is silting up and severely restricting the availability
of water. Unfortunately, Upper Trinity has a 50 year “take or pay” contract for Lake
Chapman water. It must pay for the water whether it actually receives it or not. To make
up the difference in the raw water it needed, Upper Trinity has been buying water from
the cities of Denton and Dallas. The cost has been almost a million extra dollars.
($866,000 to be exact.)
Upper Trinity Loses $1.6 million at End of summer but Board not Informed of Loss until
September Meeting
Upper Trinity’s fiscal year begins October 1st. The Preliminary Budget for the coming
fiscal year was presented to the Upper Trinity Board at its July meeting. Two months
later the Final Budget for the coming fiscal year was presented at the September 7th Board
Meeting. The budgets varied significantly! The latter indicated a $ 1.6 million dollar loss
in the two months since July! But nothing in the Board Members packets prior to the
September meeting highlighted this startling difference. If difficult decisions must be
made, Board Members deserve more forewarning.
The Preliminary Budget in July showed a starting operating fund balance as of October 1,
2006 of $2,933,456. But the Final Budget showed the same balance reduced to
