HPL Joins Lawsuit Against FDIC
Over Dr Pepper BuildingThe National Trust for Historic
Preservation, Preservation Texas, and the
Historic Preservation League of Dallas
filed a joint suit against the FDIC in
Washington, D.C. District Court on
Monday (May 3).
The suit asks that the FDIC not be
allowed to sell the historic Dr Pepper
Building until it has complied with the
federally mandated "Section 106" review
process.
The law requiring 106 review has
recently been strengthened. Its purpose
is to insure that federal agencies do not
adversely affect historic properties or
environmental resources.
Efforts Futile
This legal action follows two months
of efforts to obtain the voluntary
compliance of FDIC. The Landmark
Commission began the process by calling
a public hearing for the historic
designation of Dr Pepper An attorney
for the FDIC signed an application for a
demolition permit just hours before the
Commission could convene.
The President's Advisory Council for
Historic Preservation, the Texas Historical
Commission, Congressman John Bryant
and State Legislator John Corona are but a
few of those who have contacted the FDIC
on the building's behalf since the demoli-
tion permit request was filed....stories on the

Griffon honoree, Mrs. Kahn (Pg. 3),
HPL's new video (Pg. 4) and
the Meadows Foundation Grant (Pg. 5).The public process of 106 review
must be accomplished before a federally
owned or funded site is sold to a private
developer This process provides for
community input on possible uses and
development, as well as requiring careful
examination of how the property can be
saved. Once a property is owned in the
private sector, there are no guaranteesthat community input or preservation of
the site will be incorporated into the
ultimate plan.
Once a property has passed into
private hands, it is governed only by our
local ordinance which has allowed the
recent demolition of the Cokesbury
Bookstore and which is powerless to stop

Come experience the charm and beauty of the historic Wilson House on Mother's Day,
May 9. Tours are being offered in conjunction with Swiss Avenue's Picnic in the Park,
which will be from 11 a.m. to 4 p.m. on Sunday Free shuttle buses will run from
festivities in Triangle Park (5500 block of Swiss). League members will conduct guided
tours of the Wilson House, now the HPL headquarters. Built in 1916, the imposing,
luxuriously furnished 18-room Aldredge House will also be on tour. Tours for both are
$3, adults; $1, children.
If you buy one of the delicious box lunches ($8.95) at Swiss Avenue's Picnic in the Park,
there is no charge for the tours. Remember to make your reservation for the box lunch
by May 8! (Call 220-9627.) Lunches will feature recipes from the Swiss Avenue's Holiday
Traditions Cookbook, being produced in cooperation with the HPL. Cookbooks can be
preordered in the Gazebo in Triangle Park. Audio and video cassettes of the District will
