POVERTY IN WASHINGTON
The National Republican of Washing-
ton has been investigating the destitute
portion of the national capital and the
reporter who received the assignment
had quite a soft snap as no end to the
number of destitute people were found
Families who once rolled in wealth and
comfort are almost starving and being
too proud to beg and too honest to
steal are dependent upon the chance
chirity ol their neighbors Every time a-
new Congressman Senator Cabinet offi-
cer or President 13 elected a hordo of
office seekers from the various states are
brought in and are given places The
friends of the deposed monarchs are
gradually thrown out and being with-
out money and full of hope hang around
living on what odd job3 fall in their way
These are reinforced by others until the
city is filled with a class of people who
have gone to Washington to accept good
positions and who are unable to leave
there The country districts are not 0
alluring as is the nations capital but
those who desire comfort and Indepen-
dence would do well to remain at home
BETWEEX TWO MYSTERIES
Sunset Cox Is famous far giving ex-
pression to forcible and pregnant epi-
gram and when he says that the Demo-
crats wao favor Mr Clevelands renom
mation are standing between two mys-
teries he explains the attitude of only
the uninitiated and tot his own Mr
Cox knows as well as anyone what these
mysterious mysteries mean though it is
not prudent for him to tell just now
The country and the Democratic party
know what they are and what they mean
On the one side is Tammany a Demo-
cratic organization for revenue only
that has long been a power In New York
and a bitter enemy of Clevelands for the
reason that it cannot use him in Its own
Interest Tammany knew Cleveland be-
fore his nomination and opposed him
with all the fire and force at its com
mand John Kelly then its chief and
one of the ablest politicians the country
has ever seen resorted to eveiy method
w thin his power to prevent his nomina-
tion and his lientenant the brilliant and
eloquent Grady fought him like a
tiger and poured out upon Mr
Clevelands supporters all the vitriol
and virulence of his matchless oratory
This organization hates Cleveland and
hates reform with an undylDg an uncom-
promising hate and while It gave him an
ostensible support during the election it
would have rejoiced over his defeat This
confederation of political buzzards has
never forgiven or forgotten the President
and is now lyicg its plans to secure his
defeat before the next Democratic con-
vention In order to do this it has se-
lected Hon D B Hill who is a willing
tool in its hands Mr Hill has the am-
bition born In all American politicians to
be President and he has permitted Tam-
many to use bis name and he himself Is
using the great Influence in his hands as
Governor cf New York to secure the New
York delegation He is an tblc mm
ambitions and hotest but he is unfortu-
nately In the hands of men who while
able and ambitious likewise do not pos-
sess the other requisite Tammany does
not care whether Mr Hill 13 nominated
or not so long as it can secure Cleve
lands defeat If it can arouse
a factional war in the party
which will appear irreconcilable un-
less a dark horse is selected
the object which it seeks will be accom-
plished The Tammany fight is not for
the love of Hill but for the lova of de-
feating Cleveland On the other hand
are marshaled the class interests those
tariff barons and their peons the pro-
tected laborers in the mines and work-
shops Some of these claim to be
Democrats and some Republicans bu
they like Tammany csro little for party
or principle so long as their own Interests
are subserved They are oppo = ed to Mr
Cleveland en account of his expressed
desire for tariff reduction and revenue
reform and nothing will be left undone
to secure his defeat When the question
of selecting a presidential candidate for
4 > 4 3
the Democratic ticket comes up these two
mysteries in the guise and gsrb of
Democrats will be on hand to defeat him
and if this cannot be done in the Demo-
cratic party these samo Democrats
will be found standing shoulder to shcul
der with the Republicans in the national
contest Demccrats who are Democrats
will be on hand to attend to the recreants
and class Interests and by the nld of
the honest voters of the country will ex-
plode these mysteries effectually
TARIFF REVISION
Hon John H R2sgan takes a decidedly
gloomy view of the subject of tariff re-
form In a letter to a Dallas gentleman
he says I do not know whether the
present Congress will be able to revise
tha tariff or not Public opinion demand
it I think though the Republicsn party ie
committed ag lnst tariff reform with all
the strength of its political association
and this is aided by every clss3 interest
that desires to be enriched off ol
the labor of other people These
class Interests have become so
powerful that it is a serious ques-
tion whether they can ever bo con-
trolled again lu the interest of the people
The great < body of the Democrats are
for a revision of the tariff but uaortun
aloly we have a few I fear enough to
turn the scale In favor of the R ipublicans
on the question of tte revision of tho
tariff
The great trouble is that th5 party of
which Senator Ria n Is an honored mem-
ber has ntTer been united on the question
and ha3 never bad the moral courage to
boldly announce its position definitely
Tho Republicans have been equally cow-
ardly and equivocal and the only differ-
ence Is that Republicans Interpreted theii
platforms one way and Democrats an
other In the coming presidential
contest the issue must be decided As
the CourierJournal says the message
sent to Congress by President Cleveland
will be the platform In so fir as the tariff
Is concerned and the party must rise or
fill with it It is not likely that anything
will b2 done this session The Republi
Cins and what Is greater than the Repub-
licans tne class Interests tome of
which fl urlsh In our own slate aro op
posed to tariff revision and not until the
psrty is purged of these false friends can
it hope to succeed The pruning hook
must be applied to thise socalled Demo-
crats who are merely attorneys for the
tariff barons and their loss will be doubly
recompensed by accessions from the Re-
publicans Tte bloody shirt and tho wah
hoss idea must give way and
those who favor eqnal rights and a inst
distribution of the burdens of tsxxtlon
will enroll themselves la the ranks of the
Democracy The fight cannot be suc-
cessfully made until the platform Is
promulgated Until then neither of the
parties has any definite position to fight
for
