been running a mescal dive and giving the

able by from three to ten years confine-

was one of the speakers at a rally held in
Boston under the auspices of the Republi
can club of Massachusetts This is tho
first appearance of the czar on the stump
since he retired from the business of count-
ing quorums in the last house of represen-
tatives

The McKinloy bill was to restore great
prosperity to the country which was in
somewhat of a suffering condition last
year but as a matter of fact there have
been a great many more failures and for a
great deal larger amounts in the nine
months of this year than there were in tho
nine months preceding the tariff last year
and these notwithstanding that from
early indications it was well known that
tho crop of this year would be much larger
than it has been for many years before
As the crop has been so superabundant
aud the prices are so good of course pros-
perity is increasing but it comes uot be-
cause of the McKiiiley bill but because of
the good crops

The Worlds fair commissioners are still
engaged in a desperate effort to build up
public opinion in favor of the project of the
United States government giving them
5000000 to aid in the management of the
fair They will probably fail notwith-
standing the very heavily subsidized press
If the suburban property about Washing-
ton could increase in value as fast as it has
been made to increase in the proposed Rock
Creek park by tho e > erts who have testi-
fied as to the value of the land there for
condemnation Washington would bo the
richest city in the world Three years ago
that land was assessed at from 100 to 200
an acre being about onehalf of tho value
as soon as money was appropriated to pur-
chase it for a park it went up to 2000 an
acre The owners of the Washington land
ring wilffind that they have been a little
too greedv and that the next congress will
probably repeal the law by which 1 00000
was appropriated to pay for 1200 acres of
land

States supreme court today on a motion to
advance its hearing Tho attorneys repre
seutiug the Thayer side of the suit in-
timated to the court that they would piefcr
that the hearing should not take place be-
fore the new year ExAttomeyGeneral
Garland submitted a motion to advance the
case as a lawyer for Boyd J L Webster of
Olathe representing the other side did not
oppose this motion but said the attorneys
for Mr Thayer would not be ready to argue
it until after tho Christinas holidays Tho
court took the matter under advisement

Washington Oct 19 The report from
London that the United States naval squad-
ron in Chilian waters displayed enmity to
the congressional navy during the recent
civil war in that country is wholly discred-
ited at the navy department One officer
of high rank said he had positive informa-
tion that whilo Admiral Brown who com-
manded the squadron was compelled to
pursue a neutral course during the strug-
gle his personal sympathies and convic-
tions were altogether with the congression

States supreme court today advanced and
assigned before the full bench the suit
brought by the Chicago and Grand Trunk
railway company against Thomas Walton
to test the constitutionality of the recent
actof the Michigan legislature fixing pas-
senger rates for a distance exceeding five
miles at from 2 to 3 cents per mile accord-
ing to tha amount of passenger earnings
per mile
Steele Will Deal Out Pensions

Washington Oct 19 Governor Steele
of Oklahoma is rejiorted to bo coining to
this city in answer to a call from the presi-
dent It is conjectured by jiersons who arc
familiar with the condition of affairs in the
interior department that Governor Steele
is coming here to talk with the president
about the pension office and it is caimed
that the result of the talk will be tho appoint-
ment of Steele to be commissioner in place
of Gen Raum Commissioner Raum it is
now asserted has resigned with the under-
standing that his resignation is not to be
announced until after tho election
and that it is to take effect Xovember 30
This indicates an abandonment by the com
missioner of his recent determination to
hold on to oflico until after
the investigation of his administration
by comrress There is great probability
that his decision has been modified
in obedience to the urgeut request of the
secretary of the interior President Har-
rison could not be expected even in order
to make Raum comfortable to permit
him to annoy his superior
officer for a whole month longer
simply to enable him to be in a position
to more effectually bother him when the
office came to be investigated
Harrison Uneasy
Governor Steeles appointment will bo
taken as the first indication of
an anxiety by the president about
the political situation in Indiana
The political outlook in that state for tho
Republicans has been sorry for many
months and it was illustrated four days
ago by the election in Indianapolis when the
Democrats obtained tho greatest victory
they have over won in that city
One of the most prominent and loyal Re-
publicans in that state informed the writer
not long ago that tho Republican organiza-
tion in the state was never so poor
and unprepared for work as It is
now and that he regarded it as
impossible to revive interest sufficiently to
carry the state next year for either Blaine
or Harrison Blaine has always been de-
tested since he abandoned his libel suit in
1SS9 in a way to offend all Indiana people
and a good deal of the dislike felt
for him has been inherited by
Harrison who was never so popular as he
thinks he was Governor Steele is a good
campaigner and he will be expected to use
the pension office in a way to hold the
bolters of Indiana in spite of the indiffer-
ence of the machine

Lewis four very severe cuts with a pocket-

Phillips Elliott was jailed on a charee of
attempt to murder

Washington Oct 19 The eleventh
days session of the ecumenical Methodist
council opened with Mr William Marder
of Wesleyan Reform union England hi the
chair Committee made report on tho sub-
ject of a week of prayer It was recom-
mended that the week beginning Xovem
ber 15 be set asido for a meeting of the
senior bishop and presidents of the confer-
ences represented iu the council to sign a
call to all Methodists Tho report was
adopted after the statement by King that
the Eastern delegation had taken such
action
Through Mr McLaren the committee on
Methodist statistics made a report which
in substance states that returns had been
obtained from all churches represented in
the conference and tabulated first geo-
graphically and second ecclesiastically
The term adherents included in every caso
ministers and members as well as families
connected with tho congregations In some
cases estimates wero made but in uo caso do
they exceed the figures given in the govern-
ment census in some cases they are below
While uo official statistics were adopted by
tho Loudon conference the figures show
that since that conference there has been
an increase of 30 per cent in Methodist be-
lievers Some of the details of the report

The report was as follows Tho committee
to whom was referred the questions con-
cerning a third ecumenical Methodist con-
ference recommend that such a con-
ference be held in the year
1901 subject to tho approval and
the diiection of all the several bodies of
Methodists The committee respectfully
recommends the appointment of an execu-
tive commission which shall be constituted
on the basis of the organization of the ecu-
menical conference and which shall consist

Church and Public Morality was tuKen
up Judge Sibley of Marietta Ohio whose
topic was Marriage and Divorce Laws
said his time would better be spent in stat-
ing the doctrine of morals involved in mak-
ing clear the principles which should
mould the civil law than in a sketch of its
history or a digest of its pro-
visions The speakers proposition
was that the right to divorce is
complemental to and demanded by the
right of marriage not only in the caso of
adultery but also of desertion Marriage
was a means not an end special cases ex-
cepted God and nature had made the re-
lation the universal right of ma-
ture men and women this in-
cluding the right of each
to the union of its essential benefits De-
sertion deprived tho innocent party of the
benefits The primal benefit of the relation
is mutual society and helpfulness This
desertion wickedly violated hence in rea-
son it is a cause for divorce The gist of it
all is iu principlededucible alike from reason
and scripture that the right to marriage is
its essential benefits and as it is the only
condition for righteous propagation it be-
comes paramount to the rule of its perma-
nence in cases of wrong to an innocent
partner1 whereby tho fundamental obliga-
tions of the relation are abrogated This
view of the institution makes its great ends
moral and social more important
than the technical preservation of
its naked bond as manifestly they are It
looks on tho union also in the real character
of a means divinely adopted to work out
noble results for those within its bonds and
not in any caso a chain to bind the good
after the bad have broken and repudiated
it Moreover we believe it in accord
perfectly with the scriptures so read as to
give the light of their spirit on tho whole
subject of marriage Finally it leaves tho
innocent parties an escape from propaga
gation with foulness with known adulterers
aud from being forced by the wickedness of
desertion into a life of celibacy

by Rev T G Stewart Methodist Epis-
copal church Baltimore It should not be
a day of amusement but a day sacred to the
Lord
Rev T N Bremage of the Wesleyan
Reform Union said that it should be ob-
served as tho Lords day in our homgff not
with long faces and sad spirits but as a
bright happy day
The secretary acknowledged tho receipt
of resolutions offered by delegates concern-
ing civil liberty and the imperial power of
the papacy and the subject of combinations
of labor and capital and they were referred
to the business committee
Rev Foss of the Methodist Episcopal
church Philadelphia said the urgent need
of children was play As for athletic games
the jollier the better if they were harmless
But if training made nothing but splen-
did brutes the church college should
put them out The Sunday paper was in-
dictable before the bar of God and the
church stood with it a participant in the
crime
After further discussion of the subject
the regular programme ended and Secretary
King announced the subcommittee which
had been charged with the preparation of
an address from the conference to the Meth-
odist churches and Methodists throughout
the world had comploted its work and the

is full of encouragement An organiza-
tion which has grown so rapidly
in a free comjictitioii of churches
and even crippled in some ot its branches
by many artificial disabilities must be iu
vital harmony with its environment By
the most inexorable test Method-
Ism is proved to be singu
iarly adapted to the needs of men
Although many adjustments and develop-
ments must undoubtedly bo madu to accom-
plish fully our mission let us beware
of thinking that any vital changes
are neccessary Faithfully using
our present means under
the blessing of God our prosperity will
grow We rejoice to recognize the substan-
tial unity which exists among the various
Methodist bodies Its firm basis is
a common creed We are all
faithful to the simple script-
ural and generous theology which
God through the clear intellectand loving
heart of John Wesley restored to his people
There is nothing in the spirit of tho
Xew Testament opposed to a moderate
rational use of amusement Jtomanists
have made it a condition to perfection
to live unnaturally aud Puritans have
fastened a yoke unbearable on
every single being and both have
utterly failed in their purpose
Whatever may be the duty of the church
toward amusements it is obviously not her
duty to be hostile to them

from Rio Grande City on tho Texas frontier
says Last Sunday morning on the Mexi-
can side three men were shot by the gov-
ernment forces under command of General
Ixirenzo Garcia
Two of the men were cowboys who have
been working near Victoria Tex and in-
cautiously crossed the river without a per-
mit from the Mexican consul ou this side
Tho other Juan Buscan an army contrac-
tor had been susiieotcd of revolutionary
sentiments
The shots which ushered them into an-
other world and the cries of their wives
and children who surrounded them wero
plainly heard on this side of the Rio Grande
It was Gen Garcia who ordered their exe-
cution Many families terror stricken
have fled to the Texas side
Andras Morena Xuncg of this town who
gotdruuk hired a cab and distributed revo-
lutionary circulars on the streets has been
jailed by order of the United States commis-
sioner in default of 1000 bail
The whereabouts of the revolutionist
Garcia aud his little band are unknown

terian synod of Texas will convene here
Wednesday and will continue in session a
week Between 150 and 200 delegates aro

The star chamber session of the council
moved off smoothly last night until toward
the windup when a slight disagreement
arose and so wide was tho
breach that two aldermen from
the Third ward withdrew declaring their
unwillingness to submit to certain action
without protest In tho matter of a reduc-
tion of city oxpenses a resolution was sub-
mitted discharging five of the police force
two patrolmen two mounted men and
one sanitary man and the reduction of
mounted policemens salary to 75 per
month
The question of taxation was the main
feature of interest and the rate agreed
upon will bo put through tonight no
doubt
When tho session was first called to
order the night being pleasant the win-
dows on the south sido were up This was
soon changed to windows dovin and a
policeman was placed at the door at tho
sidewalk and no one was permitted to pass
in not even was the secretary or his assist-
ant permitted to enter his office on the sec-
ond floor until after adjournment The
windows down the lower door closed the
work of looking under benches behind
desks etc commenced and one man
looked into the huge watercooler for a
man Xo one was found and business pro-
ceeded the entire result of which will be
made known at tonights meeting
Wanted at Wichita Kalis
Yesterday afternoon the officers in this
city were wired to look out for a man on
the train that would arrive from Wichita
Falls giving name and description Ho
was wanted on a charge of forgery Officers
Sebe Maddox Rushing and Fulford looked
after the matter and the latter
two took the outgoing train for
Hodge in order to como into
the city on the train which the man wanted
was on Officer Maddox was to keep a
lookout at tho depot and nab him in case
the other two overlooked him They
found their man however and placed him
under arrest His name is Garrett and he
claims he can explain matters to tho satis-
faction of all today The storv he tells the
officers is as follows He was dei >
uty clerk at the Falls and was accustomed
to signing his employers name to docu-
ments and recently signed it to a check for
a small amount intending to inform bis
employer of the action tho next day
While he had the money a small amount in
his possession he became intoxicated and
tho next day neglected or forgot to do as
he intended Receiving a telegram
from relatives in Arkansas calling him
there on some land matters he boarded a
train for Fort Worth intending tt > go to
Arkansas Upon arriving at Gainesville
his action of the day before popped into his
mind and he immediately mailed tho
amount of money in question to his em-
ployer in Wichita Falls and that when the
latter wired for his arrest he had not re
ceived the letter He claims that as sooj
as the mail arrives at the Falls
will be righted

oclock in tho Graud opera house About
100 delegates were present The congress
was called to order by Governor Prince of
Xew Mexico On the stage were Governor
Thayer Mayor Cushing Secretary Mason
and other prominent members
Rev W X Bears offered the oi > enicg
prayer and then the chairman introuueed
Governor Thayer who made a brief but
appropriate address welcoming tho dele-
gates to tho state He said ho saw in the
congress the signs of awakening
to conceptions of new enterprise and new
plans tor developing the countrys
resources and in dealing with the jreat
activities of tho present ho said the con-
gress would be enabled to look forward to
solving the grand possibilities of the fut-
ure
Then Mayor Cushing welcomed tha con-
gress on behalf of the city
ExGovernor Alva Adams of Colorado re-
sponded to Governor Thayers address
He spoke of the aims of the congress tho
breadth of subjects it proposed to discuss
and the importance thereof not
alone to the immediate West but
to tno world Great protrress has
already beeu made said Governor Adams
but greater is in store for us The great
American desert under the wise and de-
termined labors of sturdy yeomen
who have gathered hither from
all points of civlization has
disappeared and becomo a fugitive on
tho face of the earth It is now known only
in the geographies of our youth We want
the East to know that tho star ot empire nu

Wall street but over that great and glorious

Smith tho N eirro Rapist Did Not Die from
Strangulation
Omaha Ned Oct 19 George Smith
tho colored rape fiend who is generally sup-
posed to havo been strangled to death by a
mob of infuriated lynchers died from
fright At least that is what Assistant
Coroner Dr Allison declared under oath to-
day and on the strength of it County At-
torney Mahoney asked for a continuauco of
the preliminary examination of the al-
leged lynchers so that ho could
amend his motion to suit this
phase of the situation Tho court grantoii
the request and continued the case until
Friday Dr Allison made a post mortem
of Smiths body and while there were six-
teen wounds and bruises on tho head ami
body and his back was broken in threa
places tho doctor testified that the con-
tracted condition of the heart and the au
pearances indicated that death resulted
from some great mentil emotion and ho
was satisfied that Smith died of fright
