Section 102 of tho amended city charter
reads v follows Tho general laws of
the state ol Teas in force at the time re-
lating to the assessment and collection of
cuies and town taxes as provided by chap-
ters o and 6 title IT Revised Statutes of
I exas shall govern in the assessment and
collection of city taxes of said city so far as
applicable except w here otherwise herein
prescribed provided that said city shall

Taxes levied to defray current expenses

that in view of the hard times no tax be
levied for said purposes but that the said
improvements bo made by bonds to be
issued for said purposes at some future

From a communication received from the
city assessor and collector we learn that
the total taxable values for the year 1S91 on
the rolls amount to S21 J20 107 Tho amount
to bo raised by taxation as stated at the
foot of the fourth page hereof is 2tiOS0
A levy of 115 on tho 100 on the aforesaid
total valuation will produce without mak-
ing any allowance for taxes remitted etc
S25S900 The small difference can be met
out of the 3100 remainder from the bonds
as above set out We therefore recommend
that the rate levied be fixed by ordinance at
said figure of 115 per 100 that the city
attorney be instructed to prepare a proper
ordinance in accordance herewith
Tnese recommendations we believe fully
carry out the resolutions adopted at the late
executive meetings of your body ard as
far as possible meet tho views of the citi-
zens of our city in retrenching wherever it
could bo done without absolute detriment

The report of the committee on claims
was called up and read Alderman Darter
moved its adoption except the estimate on
the sewer outlet and moved that 41240
the engineers additional estimate be
added Carried
The question of borrowing the sum of
1102 to pay a certain noto in bank now
due was discussed and Alderman Dar-
ter submitted a resolution covering
it which was adopted but consider-
able wrangle arose over tho way in which
Mr Darter was in the habit of starting off
such subjects by saying Whereas the
city of Fort Worth having no money etc
There was a kick went up around the circle
at this Alderman Darter passionately ex-
plained that tho party from whom the
money was to be borrowed wouldnt let it
out unless the document read as written
The committee on police reported that
the case of the city of Fort Worth vs John
Hoffman was disposed of Adopted
Under the head of reports from special
committees tho proposed ordinance creat-
ing the oflice of poundkeeper defining du-
ties fees and fines aud salaries eta was
fished up once more This document has
been pending at least two monthsand it was
apparent a wrangle was on Alderman
Moodie had prepared an amendment to Jtho
present law making tho city marshal pound
beeper and the calaboose guard as his assis-
tant and record keeper providing for one
mounted man outside of mounted police to
attend to the work It was explained that
thyiief of police was merely at the head
of he lepartment of the pound oflice as
hourary merely to give tlio thing a-
head Marshal Maddox was on his good
foot with a protest Tho discussion was
prolonged but on motion of Mr Clements
to lay over again the ayes prevailed and-
over it wint The mayor got slightly rat-
tled over the question and had iioth sides
vote aye and the laugh was on his
honor
Mr Martin moved then to suspend the
rules the taxrate ordinance bo read and
action taken thereon This was another in-
teresting document and all ears were
pinned for its reading All the members
voted aye on Mr Martins motion and
after reading tho same was adopted

Be it ordained by the city council of tho
city of Fort Worth
Section 1 There shall bo levied and col-
lected an annual direct advalorem munici-
pal tax of sixty onehundredths CiO100 of
one 1 percent of tho cash value thereof on
all real property situated in and on all mov-
able property owned in this city on the first
day of January lbJl except so much as
mav be exempted by the constitution and
laws of the state of Texas Tho casli value
shall be estimated in lawful currency of the
United States
Sea 2 Thero shall bo lovied and collected
an annual direct special advalorem tax of
seventeen onehuudredths 17100 of 1
per cent of the cash value thereof in lawful
currency of the United States on all real
property situated in and on all movable
property owned in the city on tho first day
of January A D lbJl except so much
thereof as may be exempt by tho constitu
and laws of the state of Texas said tax be-
ing for the support and maintenance of tho
public free schools of the city
Sec 1 Thero shall be levied
and collected an annual direct
special special advalorem tax of thirty
eight onehundredths 3S100 of one per cent
of the cash value thereof in lawful cur-
rency of the United States on all real prop-
erty situated in aud all movable property
owned in this city on tho first day of Janu-
ary A D Ib91 except so much thoreof as
may be exempt by tho constitution and
laws of the state of Texas said special tax
bjing for the purpose of paying the interest
on tho outstanding bonded indebtedness of
said city towit

Ninetysix thousand dollors second se-
ries of bonds
Two hundred and seventyfive thousand
dollars third series of bonds

bonds
One hundred thousand dollars fifth se-

Also for creating a sinking fund for said
bonds as pro ided in ordinances Numbers
12B 315 401 49a 301 303 and 542 of said
city And that the assessor and collector
shall in paying over to the city treasurer
the amouuts collected by him for tho said
interest and sinking fund distribute the
same and said treasurer shall therefor re-
ceipt in tho following proportion towit

per cent For the third series interest and

For the fourth series interest and sinking

Sec 4 There shall bo levied and col-
lected from every male person between the
ages of twentyone and sixty years of age
resident in this city on the first day of Jan-
uary A D 1S91 an annual poll tax of one
dollar 100 each provided that the fol-
lowing persons are exempt from poll tax
towit insane blind deaf and dumb per-
sons and those who have only one hand or
one foot
Sec 3 That this ordinance be in force
and take effect from and afte r its passage

On motion Engineer Kerr was granted a
leave of absence for six days
A resolution by Mr Moodie stating that
inasmuch as the special charter of the city
as submitted to tho last legislature had
never been printed he recommended the
city secretary bo instructed to have two
dozen copies printed for the use of the ald

represented by Mr Marshall wanted J0day

past due of something over 30tX the other

This wound up the nights business and a
motion to adjourn prevailed and hardly a
word was spoken by anybody in filing out

of Hazels bagnio It is also known that
she has a mania for diamonds and has been
in the county jail for several months on a
charge of ih ft Some three mouths ago
thero was n ing from Wels jewelry

very valuable It was thought Wandy had
it she having visited the store on the day
it was missed and inspected some gentle
mens jewelry It could not be found how-
ever Some few dajs later she was re-
leased from jail on bond and
yesterday made a flash of tho long
lost piece of jewelry Marshal
Maddox was notified and in company with
one of his men procecdjd to Wandys place
of abode bent on securing the stud
Thorough search was made without suc-
cess and the officers were debating what
was best to do as itwas a sure thing she
had the property Finally a happy thought
struck Chief Jim and as a result the
officers came up town having in possession
not only tho stud but Miss Wandy whom
they placed in the calaboose

The North Tarrant county singing asso-
ciation met at Smithfield last Saturday and
reorganized for the ensuing year Pro-
fessor H L Graham was reelected presi-
dent and most of the old officers were re
tainedv The association is in a prosperous
condition aud the meeting at Smithfield on
Saturday was one of the best in the history
of the association The vocal duet ren-
dered by D J Liles and A J Bias was
hichly meritorious and elicited much
nraise Hon O S Lattimore of Fort
Worth delivered an eloquent address on the
subject of vocal music which was highly
appreciated Birdville was selected as the
next place of meeting
Thomas Miller in the employ of the gas-
works company at Fort Worth visited his
parents here Sunday
Since tho burning of tho cotton gin at
Euless the gin at Bedford has been
crowded to its utmost capacity
A library association has been organized
here with quite a largo membership
Rev T G Burnett of Dallas spent a few
days in BedfordXhis week aud preached a-
very instructive sermon at tho Christian
church on Sunday morning
Mr James Middleton and Miss Hallie
Mullen were married at Bedford on Sun-
day October 18
J J Reeves has been quite ill tho past
week but at present seems to beimproviug

The police early yesterday morning no-
ticed a gang of nine well dressed intelligent
looking strange faces in the city and their
actions caused comment They proceeded

as they thought unobserved They would

were being shadowed by four officera two
in uniform and two in citizens clothes
They hung around the hotels would separ-

and finally two entered a jewelry store and
this was the first break toward a job
Marshal Maddoxs instructions were to
shadow them and if their actions bore out
the wellfounded belief that they were
crooks to take em in
From some cause or other their play in
the jewelry store did not materialize and
they came out no doubt with a welllaid
plan to work it later on This was rei orted
to Chief Jm who hangs out at the city hall
at present nursing a pet foot given him re-
cently at the Rusk street fire He ordered

street near Fourth and the coppers closed
in on five at Tivoli hall corner First and

The officers who made tho roundup were
Kitts Garvey and Towns in uniform and
Wyatt and Sneed in citizens garb and de-
serve great credit for their work
During the day a fellow came uptown
looking for an ofticer saying he had in his
possession a check for U0 on a bank in the
city on which ho had advanced 10 only
having at the time 11 but that he thought
hed accommodate tho fellow at the depot
he was so genteel and nice about requesting
so small an advance on so large a check
It is not known whether any of this gang
did that job or not
