practiced by our forbears who were

Washington, Fob. 1.—The bill ol
KopiOHcntutivo Sum Huyburn for Fed-
eral regulation of the issuance of
stoeks ami bonds was indorsed by
Commissioner Clements of the Inter-
state Commerce Commission at a
bearing of the Interstate and For-
eign Commerce Committee of the
House. Judge Clements urged its pas-
sage by Congress. The bill would
amend the act to regulate commerce
in one particular by allowing the In-
terstate Commerce Commission to ob-
tain the correspondence of a common
carrier, as well as to inspect its books
and data, a privilege which the com-
mission regards as necessary in the
proper regulation of railrouds.
The hill also re-enacts the Cum-
mins amendment for the valuation of
shipments and baggage, which under
the rules of the Interstate Cimmis-
sion, has caused much concern with
the shipping and traveling public.
Mr. Rayhurn said tonight that he was
1 eking a method by which baggage
could be exempted from the provisions
of the law.
