New guidelines for Cleveland School District athletic program
ATHLETIC CODE
The Cleveland Independent School District provides an athletic
program only for the benefit of our students.
We believe that participation in a competitive athletic program can
provide students an opportunity to learn many things not available to
them in the classroom. Athletes are encouraged to participate in ever
sport in which they have an interest and for which they have the ability to
- contribute.
It is recognized that some of the rules which follow are stricter than for
the general student body. However, athletes are expected to accept and to
follow the established rules. Violation of the rules will result in corrective
and/or disciplinary action.
All known facts and circumstances will be taken into consideration
when determining what action will be taken. Students may be disciplined
or dismissed from the athletic program for violation of these rules.
I. STATEMENT OF INTENT
A) The following statements were prepared by Cleveland ISD
personnel. The intent is to establish as much uniformity as possible in
handling the athletic guidelines of CISD.
B) Students who participate in CISD athletic program, and their
parents/guardians, will be required once annually to sign a statement
that they are aware of the significance of these guidelines before they can
participate in a sport.
C) Student athletes and their parents must be aware that adherence
to this code is their responsibility. The coaches will be bound by these
guidelines.
D) The coaches will be required to carry out these guidelines fairly.
Each coach must:
1. Inform all athletes under his/her responsibility of these rules.
2. Apply the rules and sanctions described in this code as fairly as
possible.
II. GENERAL GUIDELINES
—Na studentis-obligated to take part in athletics, nor is it required for
graduation. Participation is a privilege and the coaches and ad-
TTrimstrators have the authority to revoke this privilege when
requirements are not met by the student athlete.
Athletes are representatives of Cleveland Independent School District.
They are to conduct themselves with dignity. Respect toward fellow
students and to conduct themselves with dignity. Respect toward fellow
students and school employees must be demonstrated.
Athletes are expected to set high standards of behavior for they are
leaders of the school. Because of the prominent role of athletes, the
conduct must be exemplary at all times. Situations and behaviors not
addressed in these regulations will be dealt with on an individual basis by
the athletic department and/or administration.
A) Athletes must meet the minimum grade standards of UIL and
TEA. They must be passing all subjects with a 70 average at the end of
each six-week-grading period. Those having difficulty meeting these
standards may be required to participate in additional study periods.
B) If an athlete starts a sport and quits, he/she will not be allowed to
start a second sport until the original sport has been concluded. Appeals
must be made to the Athletic Director with both affected coaches and the
athlete present. If an athlete quits any sport(s) a second time, it will be
determined this termination is final for all sports for the remainder of the
year.
C) Any athlete suspended from the regular school program may be
subject to further corrective action by the athletic staff. Classroom
misconduct by an athlete, when reported by a teacher, may result in
corrective action by the athletic department.
D) Athletes are expected to maintain a positive attitude and display
acceptable conduct during off-season athletic periods. If the attitude or
conduct of fhe athlete becomes unacceptable, the athlete will be denied
the privilege of further participation in athletics.
E) Any athlete found guilty of unlawful acts will be subject to
permanent expulsion from the entire athletic program.
F) In addition to the regular classes, athletes are to attend all
practice sessions. Should it become necessary for an athlete to miss a
practice, the athletic department must be notified as soon as possible.
Athletes will be required to do extra work for any practice time missed.
Absenses from any class, without pre-approval on the day of a contest,
unexcused absenses from school, absence from practice, or excessive
tardies will result in corrective action.
G) Athletes are to conduct themselves properly when traveling to
and from contests.
H) Any athlete found guilt of stealing or willfully destroying any
schools’ property or the property of anyone will be punished and/or
dismissed from the athletic program.
I) The use of possession of tobacco products, weapons or other
prohibited substances is forbidden.
J) Athletes are to follow the hair and dress code found in the student
handbook. Athletes will abide by this policy at all times. They are ex-
pected, when traveling as a team, to dress as deemed appropriate by the
coach.
K) It is the responsibility of the student athlete to keep the athletic
department informed concerning the athlete’s academic status,
disciplinary standing, and attendance in the regular school program.
L) Any type of harassment, hazing, or intimidation directed toward
fellow team members or students is forbidden.
III. SPECIFIC GUIDELINES
The following policies governing athletes will be enforced in all sports
without exceptions.
A) A student athlete receiving an unsportsman-like violation, will
immediately be suspended for the remainder of the game and report to
the dressing room. The player shall also be suspended from the next
game. While on suspension, a player shall not be allowed to practice or
attend games with other athletes. Further violation will result in
suspension for the remainder of that sport’s season.
B) A student athlete participating in a fight on the field of play
during or after a contest shall immediately be suspended from all
athletics from the remainder of the year.
C) If an physical confrontation occurs on the field of play, all
athletes are to go to the sidelines and remain there. Failure to do so will
result in immediate suspension from all athletics for the remainder of the
year.
D) Students demonstrating unsportsman-like conduct on the
sideline (i.e. throwing equipment, use of unacceptable language, etc.)
shall be suspended from the remainder of the contest. The player shall
not be allowed to practice or attend games with other athletes. Further
violation shall result in suspension for the remainder of that sport’s
season.
IV. SPECTATORS GUIDELINES
Spectators may be removed by proper authorities from school
property, banned from future events, and face legal action for:
A) Use of profane, vulgar, or offensive language or racial slurs,
B) Failure to follow the instructions of school employees, game
officials, or security officers.
C) Harassment of game officials, players, coaches, or other
spectators.
D) Involvement in or threatening any type of physical violence of
confrontation.
E) Leaving the designated spectator area and entering the playing
area.
F) Throwing any object onto the playing area.
G) Other behavior which violates school policy or State statutes.
V. COACHES GUIDELINES
Realizing that students learn by example, as well as by instruction,
athletic department staff members are to conduct themselves in a
professional manner at all times.
Coaches should:
A) Avoid displays of uncontrolled anger and unsportsman-like
conduct at all times.
B) Avoid holding students up to ridicule and/or disparagement.
C) Never use unacceptable or offensive language.
D) Conduct discussions with officials in a calm and professional
manner.
E) Enforce the Athletic Code in a fair and consistent manner. Jfc*

cancel the varsity football team’s
«two remaining games. The District
17-4A Executive Committee, con-
sisting of superintendents of the
seven school systems in the district,
voted to place the Cleveland pro-
gram on probation for more than one
year. The committee also voted to
uphold the Cleveland school board’s
decision to forfeit the varsity’s final
two games.
Because of the probation, any
similar altercations or other viola-
tions during a time period ending
December 1989 could result in the
suspension of the school’s entire
athletic program.
Cleveland Superintendent Linden
Parrish said the Athletic Code was
no “panacea” for the ills of the
athletic program but it is a “good
first step” in curing the problem.
