Referring to a note Carswell appended to the report for Subject OSP 22624, Randall explains that there is a greater chance for a pardon after a subject has been supervised for at least two years. He discusses Oregon laws regarding the voting rights of offenders, the fact that pardons are rarely issued in Oregon and closes stating that they trust that Subject will continue to merit Carswell's favorable comments.
