It proposes an idealized agrarian society with land held in common and a system of "Escuelas Granjas" or rural schools. He deplores the evils of clericalism, plutocracy, and militarism. The three headings in the document are "Manifiesto al Pueblo Mexicano," "Bases Generales," and "Pensamiento de la Revolución: Como educar al Pueblo para la Nueva Reforma."</p>
