2011, Mercury Convenience Switch Collection Program Implementation Report

Description: "Pursuant to House Bill (HB) 2793, passed by the Texas Legislature during the 79th Regular Session, the Texas Commission on Environmental Quality (TCEQ) has coordinated the development of a voluntary convenience-switch collection program in the state of Texas. Formal implementation of this program began on August 29, 2005, the date on which HB 2793 was mandated to take effect. This report, for the mercury switch reporting year beginning November 1, 2010, and ending October 31, 2011, is the sixth yearly report published according to the requirements of Section 375.151 of the Texas Health and Safety Code." The 2011 Mileage-Based User Fee Symposium

Description: The fuel tax is rapidly losing its ability to support system needs. Federal environmental regulations and the escalating price of fossil fuels have created a strong incentive to develop and utilize more fuel-efficient vehicles, which will drive down fuel tax revenues relative to use of the nation's roadway network. Given the challenges associated with the declining sustainability of the fuel tax, the likely successor is a road user fee largely based on actual usage. This project sponsored the third annual two-day Symposium on Mileage-Based User Fees that brought together professionals in the field of mileage-based fees for the purpose of sharing information on current applications and exploring their potential as a supplement or replacement for the fuel tax.
