Flood Protection Plan: Phase 2

Description: "The purpose of this study was to expand on the Phase I City of Brownsville Flood Study that was developed in 2006 to expand the study area to include two additional Brownsville watersheds in the Northwest quadrant of the City and to create a linked watershed model to allow for the investigation of inter watershed transfers of storm-water flow between the watershed studied in 2006. This study analyzes several of the gaps identified in the 2006 Flood Study by 1) developing baseline models to assess existing flooding risks in the Resaca del Rancho Viejo (RRV) and Cameron County Drainage District No.1 Ditch No.3 (CCDD#) watersheds; 2) examining the impact of storm surge on each watershed; and 30 linking the hydraulic models for those watershed that are hydraulically linked. This study, like the 2006 study, is meant for planning use only and should not be used for engineering design purposes" (p. ii).

Exploratory study : vehicle mileage fees in Texas

Description: This project evaluates Vehicle Mileage (VM) fees as a possible funding mechanism for meeting the State of Texas' long-term transportation needs. Researchers conducted listening sessions with the general public and stakeholders to gather input on the concept. Researchers also prepared a decision matrix that can aid policy makers in evaluating the various trade-offs in policy that will be encountered in vehicle mileage fee system development. This study identified both challenges and opportunities for implementation of VM fees.

Project report on the continued development and analysis of the Flexible Pavements Database

Description: "The efforts of 0-6275 were primarily twofold. One aspect was geared towards extensive performance monitoring and material testing for better characterization of the experimental sections included as part of 0-5513 as well as new sections that were to be incorporated in the enhanced version of the TFPD. The other aspect of the study was to look into the calibration of the transfer functions in the newly developed MEPDG as well as Texas ME Design procedure being sponsored by TXDOT through the 0-5798 research study. It was understood that an effort to determine reliable bias correction factors would necessitate a large volume of project specific information for a number of pavement sections that are well spread out within the state such that differences in materials, traffic, construction practices and climate are captured. The TFPD supplemented by other databases like the DCIS and the LIMS will ensure that the data needs for the calibration exercise are met and fulfilled to the extent possible. When time series data were not available, the researchers utilized relevant data from the FHWA's Long Term Pavement Performance Studies (LTPP). This interim report summarizes the activities performed during the first 7 months of the project, when the current project was terminated. Therefore, this document reports on the work performed in Tasks 1 through 7.

Manual for Assessing Safety Hardware test 3-11 on the Texas T101 bridge rail

Description: The Texas T101 bridge rail is widely used in the state of Texas. Previous testing demonstrated its ability to contain and redirect passenger cars and a 20,000-lb school bus. Based on this testing, the Federal Highway Administration accepted the T101 bridge rail as an NCHRP Report 350 TL-3 barrier. However, its impact performance with pickup trucks was never evaluated. Under research project 0-5526, Impact Performance of Roadside Safety Appurtenances, researchers conducted a performance assessment of Texas roadside safety devices to help evaluate the impact of adopting the new AASHTO Manual for Assessing Safety Hardware (MASH) guidelines on current hardware. Testing and evaluation of the T101 bridge rail was recommended as a high priority. This recommendation was based primarily on the absence of pickup truck testing on the system, and concerns that the 27-inch rail height may not be compatible with pickup trucks and SUVs under design impact conditions. The T101 bridge rail did not meet MASH evaluation criteria for test 3-11. The vehicle overturned after losing contact with the barrier.

Development of a MASH TL-2 guardrail-to-bridge rail transition compatible with 31-inch guardrail

Description: The TxDOT Design Division is in the process of developing new guardrail standards that comply with the AASHTO Manual for Assessing Safety Hardware (MASH). The new guardrail system will provide increased capacity and improved impact performance relative to the current design. A key feature of the new system is an increased in rail mounting height from 27 inches to 31 inches. TxDOT's current TL-2 metal beam transition is 27 inches tall and is not compatible with the new 31 inch guardrail system. While the high-speed, nested thrie beam transition system meets MASH guidelines and is compatible with a 31-inch guardrail, it would be cost-prohibitive to use it on all roadways. The objective of this research was to develop a transition that is suitable for use on lower speed roadways, less expensive and complex than the current high-speed (i.e., TL-3) transition design, and is compatible with a 31-inch guardrail. A low-cost guardrail-to-bridge rail transition was successfully developed and tested under MASH Test Level 2 conditions. It is compatible with a 31-inch guardrail and can connect to rigid concrete bridge rails. It is considered suitable for implementation on roadways that have traffic conditions appropriate for the use of TL-2 safety hardware. Use of this system provides significant savings in material and installation cost compared to the high speed transition system.

MASH test 3-11 on the 5-inch cast in place deck barrier anchors

Description: "A full-scale crash test was performed to evaluate the impact performance of a Texas T223 concrete beam and post bridge rail anchored to a 5-nch cast-in-place deck (CIPD). The testing followed the MASH standards for Test Level 3 ( TL-#) longitudinal barriers. The test performed was American Association of State Highways and Transportation Officials (AAHSTO) Manual for Assessing Safety Hardware (MASH) test 3-11, which involves a 2270P (500 lb) pickup truck impacting the critical impact point (CIP) of the barrier at a nominal impact speed and angle of 62 mi/h and 25degress, respectively. This test evaluated the strength of the barrier and its anchorage to the 5-inch CIPD."

MASH test 3-37 of the TxDOT 31-inch w-beam downstream anchor terminal

Determination of minimum height and lateral design load for MASH test level 4 bridge rails

Description: "This research had the objectives of determining the minimum rail height and lateral design impact load for MASH test level 4 bridge rails. Using parametric finite element analysis and subsequent crash testing, the researchers determined the minimum recommended rail height for MASH TL-4 impact conditions to be 36 inches. Later Design impact for MASH TL-4 test conditions was determined to be 80 kips."

Realtime monitoring of bridge scour using remote monitoring technology

Description: The research performed in this project focuses on the application of instruments including accelerometers and tiltmeters to monitor bridge scour. First, two large scale laboratory experiments were performed. One experiment is the simulation of a bridge with a shallow foundation, and the other is the simulation of a bridge with a deep foundation. A series of instruments were installed on the simulated bridge to monitor the performance of the bridge due to scour. Both the shallow foundation experiment and deep foundation experiment show that accelerometers and tiltmeters can be used in scour monitoring events since both give warning of bridge failure successfully. Subsequently, two individual monitoring systems were designed and installed on two bridges: US59 over Guadalupe River Bridge and SH80 over San Antonio River Bridge in Texas. Realtime data are collected and transmitted to a computer server at Texas A&M University, which can be accessed remotely. The instrumentation on the two bridges does not show great hope of application of accelerometers to monitor bridge scour because of a lack of sufficient excitation from traffic. Another issue with the accelerometers is the high power consumption during the transmission of accelerometer data, which cannot be satisfied with a typical solar panel and battery. Tiltmeters can provide the integral behavior of the bridge, and therefore are very useful devices for scour monitoring. Guidelines and protocols for scour monitoring based on the US59 over Guadalupe River Bridge and the SH80 over San Antonio River Bridge are provided in the study.

Microsurfacing in Texas

The Short-Run Impact of Gas Prices on Toll Road Use

Description: One of the primary functions of transportation planning is to predict future travel behavior. Using estimated travel patterns, planners can then help decision makers select the array of projects that will best suit the needs of their community. Travel behavior is a function of many variables, with cost being among the most important. Recent fluctuations in the price of gas provide an excellent opportunity to observe the impact of the price of gas on travel behavior. This project goes a step beyond looking at the elasticity of travel with respect to gas price by examining how recent changes in gas prices have impacted travel on specific facilities: toll facilities. Data from around the US was used to examine how traffic levels on toll roads have been affected by fluctuations in gas prices over the last several years. This study developed models that account for the many other exogenous factors influencing toll road use (such as local economy, population, and toll rates), and provide an elasticity of toll road demand with respect to gas price independent of those other factors. This study will provide planners and toll road authorities with valuable information on how travelers react to increasing cost of travel when already selecting a mode with an added cost (the toll). The research findings indicated that travel demand elasticity estimates with respect to gas price were inelastic and mostly negative. Elasticities found here for the period from 2000 to 2010 ranged from -0.36 to +0.14, similar to those found in the literature for non-toll facilities. However, the average value of the elasticities found here were much smaller (closer to -0.06) than those found for non-toll facilities.
