Project report on the continued development and analysis of the Flexible Pavements Database

Description: "The efforts of 0-6275 were primarily twofold. One aspect was geared towards extensive performance monitoring and material testing for better characterization of the experimental sections included as part of 0-5513 as well as new sections that were to be incorporated in the enhanced version of the TFPD. The other aspect of the study was to look into the calibration of the transfer functions in the newly developed MEPDG as well as Texas ME Design procedure being sponsored by TXDOT through the 0-5798 research study. It was understood that an effort to determine reliable bias correction factors would necessitate a large volume of project specific information for a number of pavement sections that are well spread out within the state such that differences in materials, traffic, construction practices and climate are captured. The TFPD supplemented by other databases like the DCIS and the LIMS will ensure that the data needs for the calibration exercise are met and fulfilled to the extent possible. When time series data were not available, the researchers utilized relevant data from the FHWA's Long Term Pavement Performance Studies (LTPP). This interim report summarizes the activities performed during the first 7 months of the project, when the current project was terminated. Therefore, this document reports on the work performed in Tasks 1 through 7.

Equipment replacement optimization

Description: "The objective of the Texas Department of Transportation (TxDOT) Research Project 7-4941 is to; determine the best optimization methodology; evaluate commercial fleet management systems; develop the model if this cost-effective relative to purchasing a commercial model; and validate the new model as needed using data available on TxDOT's current fleet."

Literature review of current practices in dealing with fluctuations of maintenance budgets

Description: "A literature review was conducted to investigate current budget cutting strategies used in routine roadway maintenance planning, including methods and techniques that are employed by other state and international transportation organizations (DOT's). Methods that quantify impact and increased risk factors from the reduction of routine maintenance activities were investigated. Methods developed based upon previous research were tabulated and evaluated by objective criteria such as cost savings, resource savings, and road user/stakeholder satisfaction. The researchers reviewed the data and identified the most effective risk analysis techniques, which served as the basis for the maintenance risk modeling under this project."

Megaregion freight planning : a synopsis

Description: "Megaregion interest has grown strongly in the last decade and is now seen be a growing number of planners as offering effective contributions to problems such as modal congestion, development disparity, and air pollution that individual metropolitan areas or cities cannot resolve individually. Megaregion planning presents an alternative way of mitigating metropolitan problems of large-scale transportation systems, green infrastructure, and economic development and has attracted a number of transportation advocates since 2000."

Implementing a project and portfolio management system for TxDOT project development

Description: "Beginning in the summer of 1999, Texas Department of Transportation (TxDOT) started developing the framework for implementing a sophisticated new system to manage its large and diverse portfolio of projects during their development phase. This was followed by the implementation itself for managing project schedules, project and portfolio resources and costs during their development cycle. This unique and challenging implementation across TxDOT encompassed all functional areas involved in the project development phase. It was successfully completed by overcoming technical, technological, and cultural challenges inherent with any implementation of this scale and magnitude."

Materials selection for concrete overlays : the final report

Description: Concrete overlays have been a rehabilitation method for many years. It has been extensively utilized and studied in other states, but Texas is still at an initial stage of fully implementing the method. The large volume of concrete highways in Texas makes bonded concrete overlays, unbonded concrete overlays, and whitetoppings very viable options. However, there is a lack of educational guidelines for pavement engineers for concrete overlay construction. This research presents the information gathered from literature review, condition survey, and evaluation of existing concrete overlays in Texas. Also, a laboratory research was performed for recommendations for materials selection and construction for concrete overlays. From these, guidelines for materials selection and construction method developed that will assist in future concrete overlays in Texas are presented.

Materials selection for concrete overlays : information survey review and evaluation of existing concrete overlays in Texas

Description: "A comprehensive search and review of the use of concrete overlays by the TxDOT districts as well as other DOTs was conducted, with special emphasis focused on gathering information about the constituent materials and mixture proportioning used in the concrete overlays. This review also included new materials such as fibers used in previous studies and new types of fibers currently available. Publications and articles covering the various overlay rehabilitations were used as the background this project, as well as the several studies and implementation projects have been conducted for TxDOT."

Design and application of accessible land-use modeling tools for Texas regions

Description: "This report consists of two parts. The first summarizes key details of the Suitability Analysis (SA) model, while the second illustrates the implementation details of the Gravity Land-Use Model (G-LUM). Both modeling approaches have been applied to the Austing region of Texas, but for different case study examples."

Implementation of Database for TxDOT ARRA Projects

Description: Report discussing projects initiated under the American Recovery and Reinvestment Act of 2009 (ARRA), a fiscal stimulus package signed by President Obama on March 6, 2009. State agencies like the Texas Department of Transportation (TxDOT) who received ARRA funds had to report, on a monthly basis, various data on each project in the ARRA program, including staff numbers, hours worked, and payroll. TxDOT asked the Center for Transportation Research (CTR) to identify and isolate specific elements of the 0-6592 database that TxDOT's Construction Division (CST) can implement into an existing TxDot database. This report describes the implementation of the database and procedures for updating it.
