Operational Performance Management of Priced Facilities

Description: This study provides a framework in which operating decisions for priced facilities can be made and can guide the changes in operational strategies for a facility over time. The research process was initiated with a literature review and targeted interviews of toll and managed lane operators to assess the state of the practice in performance measurement for pricing and other operational changes. The research team then developed guiding principles for identification, selection, and communication of performance measures and targets. A conceptual framework was formulated and data collection infrastructure needs were also documented. The conceptual framework was then developed into a more detailed version in a web-based format. This report documents the research findings and results and provides guidance on the use of the web-based framework tool. In addition, several outreach products were developed under this study to assist agencies in communication of performance management principles for proactive management of priced facilities.

Manual for Assessing Safety Hardware test 3-11 of the Texas Department of Transportation Portable Concrete Traffic Barriers with sign support assembly

Description: This report presents the details of the design developed for mounting the traffic control sign support on top a portable concrete traffic barrier (PCTB), description of the full scale crash test performed on the design, and an assessment and evaluation of the performance of the PCTB with the sign support mounted on top according to specifications of "Manual for Assessing Safety Hardware" (MASH). The PCTB mounted sign support assembly anchored to the top of the TxDOT Type 2 PCTB tested for this project performed acceptably for MASH test 3-11.

Safety and economic impacts of converting two-way frontage roads to one-way : methodology and findings

Description: In the research documented here, researchers develop information to communicate the safety and economic impacts of converting frontage roads from two-way to one-way. Researchers studied five locations in Texas where frontage roads were converted from two-way operation to one-way operation. Researchers identified a comparison site in Texas that remained two-way for comparison to four of the treatment (conversion) sites. Researchers developed accident modification factors (AMFs) related to frontage road conversion segments that roadway designers can use to guide frontage road conversion project planning. Researchers developed AMFs based on non-property-damage-only (non-PDO) crashes for segments and interchange intersections. Researchers developed 12 AMFs and provide confidence intervals around the estimates. Researchers describe how the AMFs were developed, associated caveats, and how to apply the AMFs. Researchers also document the process used to build the safety database from electronic data-sets and printed crash reports. Finally, researchers provide recommendations to facilitate and expedite future crash analysis. Researchers attempted to investigate the economic impacts of frontage road conversion by analyzing gross sales data, appraisal data, employment data, and surveys of business owners/managers and customers. Only the appraisal data and survey information were at the parcel level along the corridors and survey sample size was limited.

Manual for Assessing Safety Hardware test 3-11 on the Texas T101 bridge rail

Description: The Texas T101 bridge rail is widely used in the state of Texas. Previous testing demonstrated its ability to contain and redirect passenger cars and a 20,000-lb school bus. Based on this testing, the Federal Highway Administration accepted the T101 bridge rail as an NCHRP Report 350 TL-3 barrier. However, its impact performance with pickup trucks was never evaluated. Under research project 0-5526, Impact Performance of Roadside Safety Appurtenances, researchers conducted a performance assessment of Texas roadside safety devices to help evaluate the impact of adopting the new AASHTO Manual for Assessing Safety Hardware (MASH) guidelines on current hardware. Testing and evaluation of the T101 bridge rail was recommended as a high priority. This recommendation was based primarily on the absence of pickup truck testing on the system, and concerns that the 27-inch rail height may not be compatible with pickup trucks and SUVs under design impact conditions. The T101 bridge rail did not meet MASH evaluation criteria for test 3-11. The vehicle overturned after losing contact with the barrier.

Microsurfacing in Texas

Description: This report describes the current state of practice of microsurfacing in Texas and compares it to best practices extracted from existing literature. A survey of DOT personnel, contractors and emulsion suppliers in Texas provides insight into the most crucial factors contributing to the success or failure of a microsurfacing. From the results of the survey, literature reviews, case studies and site visits, the research team analyzed material selection and mix design methods, construction practices, equipment practices and performance measures for microsurfacings.

Characterization of exhaust emissions from heavy-duty diesel vehicles in the Houston-Galveston-Brazoria area

Description: "For this study, a total of 30 heavy-duty diesel vehicles (HDDVs) were selected from City of Houston (COH) fleet based on opacity testing for HEs and random selection for non-HEs. Treatments to reduce the frequency of freeway exit sign hits

Description: "Exit gore signs present a significant maintenance challenge for TxDOT. There is concern regarding the safety of personnel working in gore areas to replace these signs, and the resources necessary for continual maintenance. The objective of this project was to identify and evaluate alternative methods that may reduce the number of sign hits. Researchers visited several sites with safety problems related to frequent sign hits, determined factors that contribute to sign crashes, and recommended potential treatments. They also evaluated the impact of eliminating exit gore signs at locations where appropriate advance warning with overhead exit signs are provided. Field studies were conducted at two freeway exits in Corpus Christi, Texas. It was found that the lack of exit gore signs at the two freeway exits did not have any negative consequences in terms of vehicle speeds, deceleration behavior, and erratic maneuvers."

Mobility and economic effects of system investments in Texas: 2010 to 2020

Collision Loads on Bridge Piers: Phase 2. Report of Guidelines for Designing Bridge Piers and Abutments for Vehicle Collisions

Description: "An instrumented, simulated bridge pier was constructed, and two full-scale collisions with an 80,000-lb van-type tractor-trailer were performed on it. The trailer was ballasted with bags of sand on pallets. The simulated pier was 36 inches in diameter and was supported in the longitudinal direction by two load cells. Force-versus-time data were obtained from the load cells."

Field and laboratory investigations for Full Depth Reclamation projects

Description: Full-depth reclamation (FDR) offers a timely, cost-effective solution to restore a pavement's condition. However, FDR represents only one technique in the engineer's toolkit available for addressing deteriorating pavement conditions. The purpose of this project is to provide guidance on determining whether a pavement is a candidate for FDR and, if so, what design, construction, and inspection processes will maximize the performance of the completed reclamation. This report presents initial recommendations for selecting a candidate FDR project and developing design options (including field sampling and lab design protocols). Along with a literature review, these recommendations are illustrated by application on several projects in the Texas Department of Transportation's Austin and Dallas Districts.

Development of field performance evaluation tools and program for pavement marking materials: technical report

Description: The objective of this project is to investigate field evaluation plans and procedures and develop field performance-based evaluation procedures for pavement marking materials (PMMs). Field decks are designed incorporating regular long lines, long line in the travel lane, and transverse lines for accelerated testing, while also considering different installation procedures. Three different test field deck sites are selected across the state considering area climate, roadway surface type, and traffic condition. Carefully selected PMM products are installed and monitored for their field performance over time. The relationships between transverse and longitudinal test decks are evaluated with correlation analysis. A tracking database is developed and can record and interactively query all relevant data, track individual jobs and products, and graphically display performance changes over time.

Implementation of Transverse Variable Asphalt Rate seal coat practices in Texas

Description: An implementation project was performed to expand use of transversely varied asphalt rate (TVAR) seal coat practices in all districts. The project included nine regional workshops, continued field texture testing of test sites, provided one set of sand patch test equipment to each Texas Department of Transportation (TxDOT) district, and published 500 copies of the TVAR Field Guide for broad TxDOT distribution.

Planning tools to assess the real estate leveraging potential for roadways and transit: technical report

Description: A funding crisis exists for financing much needed transportation infrastructure projects across the nation and Texas is no exception. Texas has responded to the crisis by passing several bills allowing innovative financing and alternative options for project financing. Among these is Senate Bill 1266 (SB1266), which is a landmark legislation and was passed in 2007 as part of the 80th Legislature to provide the legal backdrop for the creation of the Transportation Reinvestment Zone (TRZ) to facilitate value capture of the tax increment from a future transportation project. This research aimed to provide various mechanisms to augment the implementation and understanding of SB1266 provisions across the state of Texas including but not limited to documenting the current understanding and knowledge of the legislative provisions, compilation of actual implementation case examples, development of standardized methods for screening, TRZ development and revenue assessments, and also presents the results of a workshop held to augment the understanding of TRZ for highway projects. An additional section of this research explores the implications of SB1266 for transit finance and discusses this aspect within the larger context for innovative finance of all transit infrastructure both those on the state highway systems and off. Finally, specific recommendations to the legal framework are made in the light of specific objectives of the research both for highways and transit in regard to the use of increment based finance.

Development of a precast bridge deck overhang system

Description: This research investigated the overhang and shear capacity of a precast overhang system for potential use during the construction of bridges with precast overhang panels. The research was performed in three phases: the Phase 1 research including work specifically for the Rock Creek Bridge in Parker County, Texas; the Phase 2 research for general precast overhang panels, and; the Phase 3 research investigating the shear capacity. Grout material characteristics were also assessed for possible use in the haunch; constructability issues were also addressed.

Realtime monitoring of bridge scour using remote monitoring technology

Description: The research performed in this project focuses on the application of instruments including accelerometers and tiltmeters to monitor bridge scour. First, two large scale laboratory experiments were performed. One experiment is the simulation of a bridge with a shallow foundation, and the other is the simulation of a bridge with a deep foundation. A series of instruments were installed on the simulated bridge to monitor the performance of the bridge due to scour. Both the shallow foundation experiment and deep foundation experiment show that accelerometers and tiltmeters can be used in scour monitoring events since both give warning of bridge failure successfully. Subsequently, two individual monitoring systems were designed and installed on two bridges: US59 over Guadalupe River Bridge and SH80 over San Antonio River Bridge in Texas. Realtime data are collected and transmitted to a computer server at Texas A&M University, which can be accessed remotely. The instrumentation on the two bridges does not show great hope of application of accelerometers to monitor bridge scour because of a lack of sufficient excitation from traffic. Another issue with the accelerometers is the high power consumption during the transmission of accelerometer data, which cannot be satisfied with a typical solar panel and battery. Tiltmeters can provide the integral behavior of the bridge, and therefore are very useful devices for scour monitoring. Guidelines and protocols for scour monitoring based on the US59 over Guadalupe River Bridge and the SH80 over San Antonio River Bridge are provided in the study.

Exploratory study : vehicle mileage fees in Texas

Description: This project evaluates Vehicle Mileage (VM) fees as a possible funding mechanism for meeting the State of Texas' long-term transportation needs. Researchers conducted listening sessions with the general public and stakeholders to gather input on the concept. Researchers also prepared a decision matrix that can aid policy makers in evaluating the various trade-offs in policy that will be encountered in vehicle mileage fee system development. This study identified both challenges and opportunities for implementation of VM fees.
