The writer discusses the bias in Texas against large railroad corporations and believes towns should build railroads to protect themselves from such. The two agree that Texas money should be invested in Texas railroads and the writer states some towns need these for distribution of merchandise. The author believes it is the best time to pass a code of railroad laws.

Taxes for 1908 are paid by the grantee. The writer then describes the four tracts of land and states that the undivided one-fourth interest in and to the tracts has been paid by J. A. Kemp.

The writer tells Kempner how exceptional the land is in which the track is to be build and that business will surely increase over time. The writer has not discussed matters with the St. Louis Trust Companies.
