Description: Signed carbon copy of letter from John J. Herrera, LULAC First National Vice-President, to George J. Garza, LULAC National President, dated January 22, 1951. The letter provides notification of a new LULAC Council organized in Eagle Lake, Texas on January 21, 1951. Herrera lists provisional officers and members. Herrera next visited Palacios, Texas, and presented the charter to the new Palacios LULAC Council. Herrera also confirms delivery of charter to the Wharton Ladies LULAC Council.
