Description: The citizens of Northumberland County agree to a charter allowing another academy of the same name within the same county for the poor. Petitioners are against the school being built with public funds and believe that the poor should be paying for their school. The petitioners believe that in building the school it would go against the legislation of the county. The author gives examples of cases that disprove the petitioners evidence.
