*In January, 1834, Valentin GSmez Farfas, Vice President of Mexico,
had reason, as he thought, to believe that the Texans were on the verge
of secession from Mexico. He despatched Colonel Juan Nepomuceno
Almonte to Texas therefore with the double purpose of making an accu-
rate inspection of the province, with a view to a military invasion if
necessary; and of delaying the outbreak and gaining time by promising
reforms. Almonte sailed from Vera Cruz to New Orleans, intending to
sail thence to Velasco, but changed his mind and entered Texas by way
of Nacogdoches. He spent May,, June, and half of July at Nacogdoches.
On July 19 he arrived at San Felipe and remained about a month. On
the whole his inspection was favorable to the Texans. He became con-
vinced that they were not preparing to revolt, and in a series of letters
and reports to the State and federal governments he recognized most of
the abuses of which the Texans had complained and recommended most
of the reforms for which they had asked. The University of Texas has
transcripts of most of Almonte's reports and correspondence concerning
this inspection. The document translated here was published in Febru-
ary, 1835. A few weeks before Austin had published in Mexico his "Ex-
planation to the Public concerning the Affairs of Texas," which is trans-
lated in TIHE QUARTERLY, VIII, 232-258. The two pamphlets supple-
ment and confirm each other. Only brief portions of Almonte's report
have previously appeared in English.-E. C. B.
