bollworm fight today, except for a few changes made to meet certain
conditions. This law instructs and authorizes the Texas agriculture
commissioner to divide the state into districts, no district to have fewer
than four counties. If ioo or more eligible voters living in a district pe-
tition the commissioner for an election on whether or not that district
will participate in the pink bollworm program, he must call the elec-
tion. If a majority approves entering the program, the commissioner is
authorized to collect $7.50 per bale of cotton from growers to assure
compliance with the law. Funds are held in escrow, and when com-
pliance is assured, all funds are returned to growers except for 1 per-
cent, which is paid to the escrow agent.0'
Thus the pink bollworm fight in Texas developed when cotton was
the staple of the Texas economy in the early part of the century to the
present when cotton fields have almost disappeared from East Texas
and grown in size in West Texas. Changing economic conditions rather
than the pink bollworm fight effected this change. Control of the pink
bollworm is no longer considered a matter of life and death for cotton
farmers. Officials long ago decided the little pest could not be eradi-
cated but that it could be controlled.
Today efforts continue on several fronts to keep the pink bollworm
under control. Perry L. Adkisson, who has done extensive research on
diapause in the pink bollworm, states that the present Pink Bollworm
Law is based on scientific research and studies and that the present cul-
tural control program is one of the most successful of its type ever
developed. 102
