The city of Saltillo was the capital of the Mexican state of Coahuila y
Texas in 1824 when Governor Jose Rafael Gonzales issued a panoramic
report from that city on the problems of the state. An edited and anno-
tated translation of this important, recently discovered document is pub-
lished in this issue of the Quarterly. In his report Gonzales notes the
importance of cotton to the region: "Cotton is produced in abundance
and in superior quality."
Some of the problems of Coahuila y Texas discussed in the report ulti-
mately led Anglo-Americans in Texas to declare their independence,
resulting eventually in the creation of the Republic of Texas and, follow-
ing Texas statehood, war between the United States and Mexico. During
the Mexican War, Samuel E. Chamberlain of the U.S. Army saw and
painted many battle scenes and sites, including the area in and around
Saltillo, which continued to be an important cotton-producing region.
My Confession: Recollections of a Rogue, Chamberlain's beautifully illustrat-
ed manuscript of his adventures in the war, which includes the page
reproduced on the cover of this issue, will be published by the Texas
State Historical Association. Edited and with an introduction by William
H. Goetzmann, My Confession contains the complete, unexpurgated text
and over 150 color reproductions of the original illuminated manu-
script.
