Blacks and whites, mainly Union men in the case of the latter, .both appealed
to the bureau agent for reimbursement of fines they felt had been unjustly levied against
them by Columbus officials. Disputes over wagons, including levies upon them and the
selling of wagons to satisfy debts, were also brought to the sub-assistant commissioners.
In an agricultural economy a wagon was an important tool. Freedmen could not afford to
lose them. In one case, the sheriff intended to sell the wagon of a freedman named Jesse
Rodgers, which he felt was reasonable because, he said, the vehicle was not a working
wagon but a carriage or a pleasure wagon. Stevenson refuted his argument, calling it
technical, and stating that inasmuch as Rodgers gained a livelihood by his wagon, it was
exempt and must not be sold. Freedmen also sometimes had to request protection from the
bureau to recover their own property.54
Harris rarely demonstrated honorable traits to either the black or white
community, and headquarters had to prompt him occasionally to perform his assigned
duties. One case demonstrated the growing lack of faith his superiors had in him. A
freedman had been charged and convicted of theft, and under state law, had been ordered
hired out, his wages to pay his fine, until he had satisfied the sentence of the court.
Headquarters learned of the case and determined that the Columbus agent had not done all
he could to advance justice. Harris was ordered to call upon the prosecuting attorney and
confer with him, and warned that his actions would be monitored, and that he was expected
to make a full report of any similar cases, unless the case required immediate action."s
