Alice Independent School District to levy and collect annually
a tax of not exceeding $1.00 upon the $100.00 valuation of all
taxable property in said district and to determine if the board
of trustees of Alice Independent School District should be authorized
to issue the bonds of said school district to the amount
of $75,000.00, are in all respects validated and confirmed and
the said board of trustees is authorized to issue the bonds of said
Alice Independent School District to the extent of $75,000.00 for
the purpose of constructing and equipping a public free high
school building of material other than wood within said district,
and for the construction of permanent repairs and remodeling
with material other than wood, the present brick public free
school building in said district, and to levy and collect on all
taxable property in said school district a tax sufficient to pay
the interest on said bonds and to pay the principal thereof as the
same becomes due. Provided, that said board of trustees may,
in their discretion, change the date of said bonds and the time of
maturity not exceeding forty years from date, and fix a rate of
interest not exceeding 51/, per centum per annum, payable semiannually
and said bonds when so issued, sold and paid for at not
less than par and accrued interest, are hereby in all respects
validated and confirmed.
SEC. 3. All laws and parts of laws in conflict herewith are
hereby repealed.
SEC. 4. The fact that the requirements of said Alice Independent
School District for educational schoolhouse facilities, a
construction of which is contemplated by the sale of said bonds,
are pressing and that the educational requirements of said district
are being hampered by the fact that said schoolhouses cannot
be erected and improved until this Act becomes effective,
creates an emergency and an imperative public necessity justifying
that the constitutional rule requiring bills to be read on
three several days in each House, be suspended and that this Act
shall take effect and be in force from and after its passage and
said rule is hereby suspended and it is so enacted.
