16 SPECIAL LAWS.
buying grounds, erection of buildings, improvement of grounds,
buying material and supplies for school purposes.
SEC. 4. All elections for bonds and maintenance taxes shall be
ordered by the board of trustees upon the petition of a majority
of the resident tax paying voters of the said Palito Blanco Independent
School District; said election shall be ordered as early
as practicable after presentation of said petition.
Said board of trustees shall appoint some qualified person who
is a resident of said district to hold such election and said election
shall be held under the General Election Laws of this State.
SEC. 5. If a maintenance tax or bonds shall be voted at any
time, a transcript of the proceedings from the records of said
district showing that a petition was presented to said board,
order of said thereon, notice of election, naming the time, place
and purpose of said election, and an affidavit of the secretary of
said board that the notice was posted as provided by General
Law, and a copy of returns of said election, made by the person
or persons holding said election, and the order of the board upon
such returns shall be presented to the commissioners' court of
Jim Wells County.
Then it shall be the duty of said court to make such orders
from year to year as shall carry out the will of the voters as
expressed in said transcript.
And the county assessor shall assess, and the county collector
shall collect said taxes and shall pay over to the county depository
all funds collected for account of said Palito Blanco Independent
School District of said county and State, and all funds
apportioned to said district from the available fund shall also
be paid to said county depository to be placed to the credit of
said district.
SEC. 6. All funds shall be paid out upon the order of the board'
of trustees of said district by vouchers signed by the president
and secretary of said district and approved by the county superintendent
of said Jim Wells County.
SEG. 7. Immediately upon the passage of this Act the trustees
named herein shall immediately qualify and organize by electing
a president and secretary.
SEC. 8. At all school elections, the Palito Blanco Independent
School District shall have the right to vote as a common school
district for the members of the county board of school trustees.
SEC. 9. The short time there will remain from the passage of
this Act till the opening of schools in September and that the
bonds and taxes must be voted and a house built, creates an
emergency and an imperative public necessity that the constitutional
rule requiring bills to be read on three several days be
and is hereby suspended and that this Act shall take effect and
be in force from and after its passage.

the Senate, 30 yeas, 0 nays; passed the House, 108 yeas, 0 nays.l
