SEC. 2. That the city of Kerrville, which is situated within said
boundaries, is hereby divested of the control of the public free
schools withiL its corporate limits, and said Kerrville Independent
School Distrit is hereby invested with exclusive control of the public
free schoqls within the limits of said district as hereinbefore defined
in this'Act, and the present board of trustees of the Kerrville
public school, is hereby made the board of trustees of the Kerrville
Independent School District until the first Saturday in April 1923 at
which time said district shall elect five members to thereafter compose
said board of trustees for said district, which board shall be
divided into two classes, and the members shall draw for the different
classes; the two members drawing the numbers one and two
shall serve ior one year; that is until the first Saturday in April
thereafter; and until their successors are elected and qualified; and
the members drawing the numbers three, four and five shall serve
for two yea-.s, that is. until the first Saturday in April two years
thereafter, and nm-il their successors are elected and qualified; and
regularly thereafter on the first Saturday in April of each year,
two trustees and three trustees, alternately. shall be elected for a
term of two years, to succeed the trustees whose terms shall at that
time expire, all of said trustees shall serve without compensation,
except the 'ecretary.
SEC 3. p. he title and rights to all property, held, set apart or
in any way dedicated to the use of the public free schools of the
city of Kerrville, from whatever source derived, is hereby divested
out of the mayor and city council or board of trustes of said
city of Kerrville and vested in the board of trustees of the district
as herein provided for, and their successors in office, and any and
all public Jree school funds on hand in said city of Kerrville belonTing
to the public free schools in said territory, shall be delivered
over to said board for the use and benefit of said schools. Any and
all delinquent school taxes or school bond taxes now due the city of
Kerrville for prior years. or that mav become delinquent for the
current year, shall be collected by said city and turned over to the
treasurer of this independent school district.
SEC. 4. That the said Kerrville Independent School District shall
have and exercise, and is hereby vested with all the rights, powers,
privileges and duties of a town or village incorporated under the
general laws of the State for free, school purposes only, and the board
of trustees of said Kerrville Independent School District shall have
and exerciise, and is hereby vested and charged with all the rights,
powers, privileges and duties conferred and imposed by the General
Laws of this State upon the trustees of independent school districts,
created and organized under the General Laws of this State.
SEC. 5. The board of trustees of said Kerrville Independent
School District shall have authority to purchase grounds, to erect
baildiings, to repair school houses, to purchase apparatus, to employ
teachers and superintendents, to borrow money on the credit of said
district and to do all other thing's necessary in the establishment and
maintenance of an efficient svstem of schools.
