22 SPECIAL LAWS.
prosecuted in the name of the Floresville Independent School District
as plaintiff.
SEC. 15. The provisions of this Act shall be cumulative of all
General Laws now of force or to be hereafter enacted, governing independent
school districts, their manner of creating debts, levying
and collecting taxes, except when the same is in conflict with the provisions
of this Act.
SEC. 16. Any and all laws or parts of laws in conflict with the
provisions of this Act shall be and are hereby repealed.
SEC. 17. The unsatisfactory condition of the schools in said district
creates an emergency and an imperative public necessity requiring
the suspension of the constitutional rule requiring bills to be
read on three several days. and that this Act take effect and be in
force from and after its passage and it is so enacted.
[NOTE.-The enrolled bill shows that the foregoing Act passed
the House of Representatives, 116 yeas, nays 0; and passed the Senate,
28 yeas, nays 0.]

CREATING .THE RANKIN INDEPENDENT SCHOOL DISTRICT
IN IPTON COUNTY.
S. B. No. 157.1 CHAPTER 4.
An Act creating the Rankin Independent School District in Upton County,
Texas: enlarging and defining its boundaries. including the present Rankin
Independent School District; providing for a board of trustees in
said district, conferring upon said district and its board of trustees
all the rights, powers, privileges and duties now conferred and imposed
by the General Laws of Texas upon independent school districts,
and the board of trustees thereof; providing that the present board of
trustees continue in office until the expiration of their respective terms;
providing for the validation of thie maintenance tax and bonds heretofore
voted in said district; providing that the outstanding bonded
indebtedness of said district shall remain in full force, and declaring
an emergency.
Be it enacted by the Legislat'ire of the State of Texas:
SECTION 1. That the Rankin Independent School District is
hereby created and established in Upton County, Texas, including
within its limits that certain territory described by metes; and
bounds as follows:
Beginning at the Southeast corner of Midland County, thence
west with the south boundary line of Midland County 31.8 miles
to the northeast corner of Crane County; thence south 36 miles, to
the north boundary line of Crockett County; thence east with the
north boundary line of Crockett County 31.8 miles; thence north 36
miles to the place of beginning.
