SALE OF FISH IN CASS AND OTHER COUNTIES.
H. B. No. 69.] CHAPTER 38.
An Act repealing Chapter 88, page 219 of the Acts of the First Called
Session of the 41st Legislature prohibiting the sale of fresh water
fish during the months of March and April in Cass, Bowie, Morris,
Titus and Harrison Counties; and declaring an emergency.
Be it enacted b'y the Legislature (of the State of Texas:
SECTION 1. Chapter 88, page 219, of the First Called Session
of the 41st Legislature be and the same is hereby repealed.
SEC. 2. All laws or parts of laws in conflict herewith are
hereby repealed.
SEC. 3. The fact that a large number of the citizens of the
above counties desire to purchase fish during the above months
and are dissatisfied with the present law, creates an emergency
and an imperative public necessity demanding the suspension of
the Constitutional Rule requiring all bills to be read on three several
days in each House and said Rule is hereby suspended, and
that this Act shall take effect from and after its passage and it
is so enacted.

RURAL HIGH SCHOOL DISTRICTS.

An Act validating the actions of the County Board of School Trustees
in changing Common School Districts and their boundary lines in
counties having a population of not less than 1010 nor more than 1025
according to the United States Federal Census of 1920; giving the
County Board of School Trustees in said Counties authority to make
changes in all Common School Districts, to create Common School
Districts, to subdivide, to combine, or to abolish Common School District,
giving the County Board of School Trustees in said Counties
authority to establish Rural High School Districts containing an area
of more than one-hundred square miles and composed of two or more
elementary school districts; providing in case any provision of this
Act shall be held unconstitutional or invalid then such holdings shall
not effect the remaining provisions; and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That all acts of the County Board of School
Trustees in counties having a population of not less than 1010
