that the Constitutional Rule requiring bills to be read on three
several days in each House be suspended, and said Rule is
hereby suspended and this Act shall take effect and be in force
from and after its passage, and it is so enacted.

REFUND ON TAX ON OUT OF STATE BEER SHIPMENTS.
H. B. No. 119.] CHAPTER 32.
An Act amending Subdivision (f) of Section 6 of Chapter 116, Acts of the
Forty-third Legislature, Regular Session, and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That Subdivision (f) of Section 6 of Chapter
116, Acts of the Forty-third Legislature, Regular Session, be
and the same is hereby amended so as to hereafter read as
follows:
"(f). If any person has paid the tax on any containers of
beer by affixing stamps thereon, and thereafter said beer is
shipped out of Texas for consumption, a claim for refund may
be made on paying a fee of One Dollar ($1.00) to the Comptroller
of Public Accounts at the end of each thirty (30) days
and on the forms prescribed by the Comptrolelr of Public Accounts.
So much of said fund as may be necessary, not to
exceed two per centum (2%) thereof is hereby appropriated
'for such purpose. Said officer may promulgate rules and
regulations generally for the enforcement of this Act."
SEC. 2. The fact that under the existing Statute the fee of
Five Dollars ($5.00) which is required for refund is causing
many dealers in beer in this State to store their beer at points
outside of the State and thereby resulting in the loss of
revenue, creates an emergency and an imperative public necessity
that the Constitutional Rule requiring bills to be read on
three several days in each House be suspended, and said Rule
is hereby suspended and this Act shall take effect and be in
force from and after its passage, and it is so enacted.
[NOTE.-H. B. No. 119 passed the House, February 21, 1934,
by a vote of 109 yeas, 14 nays; House concurred in Senate
amendments, February 27, 1934, by a vote of 106 yeas, 8 nays;
passed the Senate, with amendments, February 27, 1934, by a
vote of 18 yeas, 4 nays.]
Approved March 7, 1934.
Effective 90 days after adjournment.
