Volunteer Council making

The Rio Grande Community
Volunteer Services Council met
at the Multi-purpose Center on
Wednesday, May 8, for their
regular monthly business
meeting.
The President, R. C. Salinas
Jr., reported on what is being
done in the public schools
system with regard to the
Special Education Program.
The system is replacing Special
Education with a new program,
Plan A, which will be im-
plemented in the Fall. This will
hopefully remove the stigma of
Special Education that the
students must contend with,
thus adding more problems to
existing conditions, and will
enable them to be assimilated
into a normal classroom
situation.
Mrs. Alicia Clarke, Teacher
Coordinator of the Special
Education Program, and a
guest at the meeting, informed
those present that this division
will now be known as the
Language and Learning
Disabilities Program.
Also reported by R. C. Salinas
is that the present Drug Abuse
Program will now be replaced
by Alcohol Abuse, which is far
more prevalent now that the
eighteen year olds have the
right to buy liquor.
Mrs. Stella Zarate asked the
Laredo officials about the
feasability of using Junior
Volunteers during the summer
and about the training that
could be made available for
these volunteers. A service
training period must be fulfilled
before these Junior Volunteers
can serve the Council in any
patient-contact capacity.
An Open Discussion was held
on possible new quarters for the
Day Hospital, which is held by
the Volunteer Services Council
for the Starr County patients.
The present Day Hospital site is
part of building on the Rio
Grande City l.C.S. campus.
Although the location is fine, the
size of the room prohibits the
admittance of and treatment of
new patients.
Also necessitating a bigger
room or building is the proposed
plan for Rio Grande City
whereby the Center is to have a
paid Physical Therapist and a
five-day week Day Hospital by
the end of this year. At present,

Bausch-Lomb
award
John Andrew Clarke, Rio
Grande City High School
Senior, has won the Bausch &
Lomb Science Award. The
annual award was presented
May 9th by Julio Saenz, Jr.,
head of the Science Depart-
ment.
The Science Award-a hand-
some bronze medal- is
presented each year to winners
at more than 8,600 participating
schools throughout the United
States. "This award is
especially significant," Saenz
said, because it recognizes our
senior with the highest
scholastic standing, in science
subjects and the one student
who has done the most, for our
science deaprtment.
John is the sixth Bausch &
Limb Science Award Winner at
RGC High School. His ac-
complishment in the Science
field include going through the
Science Curriculum by taking
Physical Science, Biology I,
Chemistry I, Physics, Biology
II, and Chemistry II with an A
average. In our local fair he has
received the following honors,
Third division rating twice, first
division rating, and Grand
Champ his Senior year. At the
Regional Science Fair he has
earned an honorable mention
and second division rating plus
the following special awards.
Special Navai Award, NASA
Certificate of Merit, & slide rule
and a certificate of merit from
the Texas Society of
Professional Engineering.
John Andrew also
represented RGC High School
at the First Environmental
Congress in Harlingen, at the
Physics Nuclear Science
Symposium, at Pan American
University, at the University
Interscholastic league Science
Contest, and UIL Slide Rule.
He was one out of 150 students
selected from the state of Texas
to attend the First Texas
Junior Science, Engineering,
and Humanities Syumposiurn
sponsored by the University of
Texas. He was one out of thrity-
two students from throughtout
the United States that was
selected to attend a High School
Honor Science Institute at
Hardin-Simmons University at
Abilene Texas dealing with
Environmental Science.
The latest honor that John has
acquired was a phone
call from DOW Chemical
Company in which he was told
to apply for a work-study
program with them. John would
be given a summer job in
Freeport and then would get
finanical help with his college
education at Texas A&M
University.
Surveys indicate that thirty
percent of the winners follow a
scientific course of study.
Previous winners have been
Mary Elizabeth Edgerton, Jose
Esteban Verz, Amalia Tinoco,
Teresa Guerrero, and San
Juanita Olga Guerra who are
presently following careers.
Day Hospital is available only
on Monday from 8 30 a.m. to
:',:()(! p.m. 'hiis facility is staffed
by three or four volunteers and
one Center Case-Worker
assigned to work with the
volunteers.
At Day Hopital the clients
participate in group
discussions, physical activity,
games, and handicrafts, such
as sewing and painting. Lunch
is served every Monday.
The money for these and
other Volunteer Services
Council activities is raised by
the local volunteers and is all
used for the local clients. Since
the Rio Grande City Council is
an Outreach unit, the Council is
expected to be self-supporting,
yet the patients that leave the
Harlingen hospital are expected
to attend Day Hospital as a very
important part of their follow-
up treatment.
The program for the day was
presented by Ted Weems,
I^aredo Community MH MR
Director. The topic of the lec-
ture was "An Introduction to
Characterisitics of
Schizophrenia." During the
talk, Weems brought out not
only the characteristics, but
also told what type of childhood
behavior is likely to develop
into serious emotional problems
later.
