SPRING FESTIVAL SCHEDULED-Grulla Jr. High is
making preparations for its Spring Festival, to be held at the
school grounds on Mar.20, Pictured above are some of the. girls

Three hundred twenty-six students of
TSTI-Harlingen will be candidates for
graduation in ceremonies scheduled Mar.7,
The cap and gown ceremonies will be hied in
the Harlingen Municipal Auditorium
starting at 2 p.m.
This quarter's TSTI graduation can-
didates come from as far as Arizona and 45
Texas cities including 34 within the Rio
Grande Valley. Many of candidates who
completed requirements in the fali quarter
will also have the privilege of returning to
Harlingen for these formal commencement
ceremonies if employment circumstances
allow.
All candidates have completed courses of
study in one of 13 Texas State Technical
Institute technical or skill development
programs ranging from six to 18 months in
length. Graduates will be awarded associate
of applied science degrees or certificates of
completion in this first ceremony of two
graduations scheduled for this year.

science degrees are:

Kio Grande City.
Drafting and design (architectural):

Filing Applications Accepted
For New Elected Positions
Democratic and Republican party
chairmen are accepting applications for
ballot positions for two newly created
elected offices in Starr County.
A new Justice of the Peace position and
another constable's post were created by
the County Commissioners' Court Feb. 17.
Commissioners appointed DeWitt M.
Jones Jr. to fill the new Justice of the Peace,
Precinct 6, position and Honorio Garza as
the new Constable, Precinct 3.
Both appointments are effective only until
the upcoming election.
The new JP precinct is c
election precinct 8, while the new Con-
stable's precinct covers election precinct 9.

I I Meets Monthly
Alcoholics Anonymous reminds that AA
meetings are held every second Tuesday of
the month at San Juan Plaza. The group
meets with members from Rio Grande City
and also with visitors from the rest of the
Valley. Interested persons are invited to
attend.

time and place and visitors are welcome.

Susan Snelson, wife of Pete Snelson who is
a Democratic candidate for Texas I-and
Commissioner, will visit Rio Grande City
Friday to campaign for her husband.
Snelson is a state senator from Midland.
Mrs. Snelson will meet with Starr County
Judge Bias Chapa and other Snelson sup-
porters during her visit.

General Telephone has begun a $13,000
en ice improvement project in the Rio
Giande City exchange, according to Bob
Majors, Weslaco Division manager.

along I'M. 3167, northwest of Rio Grande
City which will serve the Valle Rico Sub-
division.
This project will also provide additional
facilities for future residential and com-
mercial growth tn the area, Majors said.
Completion of the project is scheduled for
April.

Public hearings will be held in 241 of the
state's 254 counties during March to review
proposed changes in hunting and fishing
regulations for 1982-83 The hearing for
Starr Co. has been set for 8 p.m. March 16 at
the County Courthouse.
Comments from the public are considered

proposals in May.

GAME WARDEN CADET- Omir Pena,
son of Mrs. Ismael Pena of Rio Grande City,
has been accepted to attend the Texas Parks
and Wildlife Department's 36 Game Warden
f Training Academy at Austin. Upon
graduation in May, he will be com-
missioned as a state game warden.
A special media open house will be
sponsored by the Region One Education
Service Center to provide parents,
educators, and other interested citizens the
opportunity to view films and other in-
structional materials available through the
Service Center.
The preview sessions to allow access to
the media materials are scheduled for the
week of March 15-19 from 9 a.m. to 4 p.m. in
the PSDM Room at the Center, located at

TSTI Graduation Set For Mar. 7
Rapid growth in Starr County, along with
forecasts of continued boom for the next
twenty years, has spurred local officials to
join a massive, statewide planning study.
Texas 2000, the project initiated by Gov.
William Clements to study anticipated
growth needs of the state in the year 2000,
will include Starr County, along with the
rest of the Rio Grande Valley in its
projections.
The Starr County Commissioners' Court
Friday named County Judge Bias Chapa as
chairman of the Starr County 2000 Project.

Enforced
State Comptroller Bob Bullock announced
that Texas' new Bingo Enabling Act will be
enforced to the letter by the Comptroller's
office.
"Today I wish to put on notice everyone
who conducts or enjoys the game of bingo in
Texas that they will have opportunities to
vote on this issue Apr. 3 and Aug. 14,''
Bullock said.
"In areas where there has been a vote on
this issue, we are not going to second-guess
the voters. Where they have approved the
game, it will be conducted according to
provisions of the Bingo Enabling Act."
"Where the game has not been approved,
we will also be following provisions of this
law, which went into effect November 10,
1981," Bullock added.
The Bingo Enabling Act's Section 42 ic)
provides that if the act of knowingly
violated, "the court shall order all proceeds
the illegal bingo game or games to be for-
feited to the appropriate governing body as
a civil penalty."
Further, Bullock pointed out, violations of
the act also carry criminal penalties under
the Texas Penal Code.
"A word to the wise should be sufficient,"
Bullock said. "We mean to enforce this
law."

The Commissioners' Court also named a
group of local citizens to represent Starr
County on the Valley 2000 Project. The local
appointees will serve on nine committees in
connection with the Valley planning project.
"Starr County, along with the rest of the
Rio Grande Valley, is one of the fastest
growing areas in the United States, and all
reliable forecasts indicate that this rapid
rate of growth will continue over the next 20
years," said Sam Vale, president of the
Starr County Industrial Foundation, which
will coordinate the local project.
"Along with this rapid growth will come
unlimited opportunities, challenges and
problems, and the Starr County 2000 Project
is an attempt to confront the future with the
best possible planning to insure the greatest
potential for growth and development,"
Vale said.
Each county representative appointed to
the Vailey 2000 Project will form local
committees to participate in gathering
planning data. Results will be reported by
the Indusrtial Foundation to Judge Chapa.
Chapa is scheduled to make the project's
final report available to the Commissioner's
Court in December of this year
Part of the statewide cooperative plan-
ning effort, the local effort will include
participation from private and public sector
representatives who will attempt to
determine the probable size and needs of
Starr County, the Valle\ and the state two
decades from now
The Valley 2000 project will be assisted by
funds and staff time contributed from the
Valley Chamber of Commerce. Locally,
the Industrial Foundation will also provide
staff and facilities necessary to coordinate
county planning.
Pan American University's School of
Bussiness Administration is also scheduled
to work directly with the program for the
next two semesters, Vale said
County representatives and ' ommittes to
which they were appointed on the Valley
2000 Project include: R.C Salinas,
population committee; Rodolfo Cantu,
economy committee: Boone I-aGrange,
agriculture committee; Efrain Duran,
water committee; Arnold Guerra, energy
committee; Benito Saenz Jr., tran-
sportation committee; Bias Chapa,
government finance committee; Sam Vale,
Mexico committee; and Dr. Bruno Mar-
tinez, research and development com-
mittee.
PENA ANNOUNCES- Raul Pena , Jr of
Roma has announced his candidacy for
reelection to the office of Justice of the
Peace, Pet.2. Pena has been a Justice of the
Peace for four years and has nine years cf
experience in pubb.. •. :h atk r. hv -s
a graduate of Roma High School and holds a
Bachelor degree in history and political
science and a Masters degree in educational
administration from Pan American
University in Edinburg. Pena has com-
pleted 100 hours of judicial procedure
training through Southwest Texas
University. He is a member of the Texas
State Teachers Association, the National
Education Association and Justice of the
Peace and Constable Association. Pena
pledges to continue serving the people of the
community as an impartial justice of the
peace. He cites his experience as a teacher
and J.P and says that experience promotes
a better understanding of interests and
problems facing the people of the com-
munity.

A new Cover Girl for the Rio Grande
Valley livestock Show will be chosen from
34 candidates Mar. 13. The Cover Girl Show
will begin at 7:30 p.m. at the Youth Center
on the showgrounds at Mercedes. Ad-
mission will be $2.will be $2.
The contest precedes the livestock show
itself, which is scheduled for March 17-21,
when it will open with a colorful western
parade.
Mrs. James Dollery, chairman of the
Cover Girl Committee, said 14 of the girls
will represent 4-H Clubs and 20 are being
sponsored by Future Farmers of America
(FFA) chapters. .Ml are high school
juniors. The contestant from Rio Grande
City is Rosalie Garza
The winner will succeed Ixx? Ixirraine
Thomas of La Feria, who has reigned as
1982 Cover Girl.
At the Cover Girl Show all of the girls will
wear original western costumes and will be
seen in front of a western-style backdrop.
Special entertainment will be provided by
Mariachi Pantera, a popular musical group
from the Weslaco High School.
Jack Byers of Mercedes will be at the
organ. Byers and his wife Edie moved from
Oklahoma to the Valley last year to
establish the new Ixi Floresta RV Park
north of Mercedes.

Garza as its Cover Girl Nominee Rosalie , the 17-year-old daughter of Mr and Mrs.
Hector Garza, is 5 feet 5 inches tall and weighs 120 pounds She has black hair and
brown eyes. She is a memlier of the Student Council, Junior Cla;^ Congress, Science
dub and Future Homemakers of America. Het hobbies include sewing, cooking,
horseback riding and making new friends. She plans to become a Home Economics
teacher.
