Thick white smoke comes from the dock areas. Through a gap between the black and white smoke streams can be seen a number of storage tanks.

Description: A group of approximately 15 rescue workers gather around an American Red Cross truck serving coffee and food. Two Red Cross workers, one in Red Cross uniform and one with a nurses cap on, set out a thermos and food on a drop down counter. Some of the men wear hard hats, some wear civilian hats.
