Herrera enclosing copies of three letters which Wright has written to the members of Congress on behalf of the three men whose cases Herrera brought to Wright's attention. Wright mentions that the decision of these cases rest with the government agencies involved, and not with the members of Congress. In a handwritten personal note written at the bottom of the letter Wright writes that he is sorry for the delay.
