Description: Letter from Raul Padilla, Secretary of Texas City LULAC Council Number 150, to John J. Herrera, Regional Organizer for Texas LULAC, dated November 19, 1948. The Texas City Council voted in favor of having the Regional Convention in Houston. It is also reported that the school children in Crystal City, Texas, have been segregated in six or seven schools.
