Mrs. Morgan earned a
bachelor's degree in
health science education
from Southwest Texas
State University and a
registered nursing diplo-
ma from Baptist Me-
morial Hospital in San
Antonio.
Mrs. Morgan has a
variety of nursing exper-
iences having worked as
a staff nurse, public
health nurse and head
nurse in vario.us hos-
pitals and disciplines
including surgery, ortho-
pedics and psychiatry.
She also has helped to co-
ordinate a half-way
house in Austin for
adolescents with adjust-
ment problems.

EXPLANATION
OF
PROPOSED
TAX RATE
The Commissioner’s
Court of Gillespie County
proposes to change the tax
rate. Although a tax rate of
.45' per one hundred dollar
valuation is a 25% increase
over 1979, it represents as
an actual increase of 6% per
year from 1978’s tax rate.
This is due to the fact that
the tax rate was reduced in
1979. Hopefully this
explanation will better help
you understand the proposed
tax rate increase.

Dr. Fred Garland Died Monday at Age 68
Dr. Fred Garland, 68, of
Harper passed away Mon-
day morning, August 25,
1980, in a local hospital. He
was a long time resident of
Harper and Kingsville.
Dr. Garland was born
March 16, 1912, in Waxa-
hachie, Texas.
He was former head of
chemistry department of
Texas A&I University at
Kingsville for many years,
retiring in 1978.
He is survived by a daugh-
ter, Gail Garland Halley of
San Clementej California;
one son, Luther S. Garland of
Alexandria, Virginia; three
brothers, Gen. Wm. Madison
Garland, Pacific Palasaides,
California, Foster Garland
and Dave Garland, both of
Fort Worth; and two grand-
children.
FYineral services for Dr.
Garland were held at 3:30
p.m. Thursday in First Pres-
byterian Church in Harper
with Rev.Milton Bier-
schwale officiating.
Burial followed in the Har-
per Cemetery.
Kerrville Funeral Home
was in charge of arrange-
ments.

The County of Gillespie proposes to increase your
property taxes by twenty-five percent (25%).
A public hearing on the increase will be held on
September 4, 1980, at 7:00 o’clock, P.M., in the District
Courtroom in the County Courthouse, Fredericksburg, Texas.
The County of Gillespie has considered the proposal
and voted in a meeting of the Commissioner's
