January. February, March, April and May.
SIZE LIMIT.
It is unlawful for any person to take or possess
fish less than the following lengths Bass, 11
inches, winte perch or crappie, 7 Inches, rainbow
trout, 14 Inches
Salt water fish. red fish or channel bass not less
than 14 Inches minor more than 32 inches, speckled
seatrout, 12 inches, sheephead, 9 niches, flounder,
12 inches: mackerel. 14 inches, pompano, 9 inches,
and gafftopsail, 11 inches
SPECIAL COUNTY LAWS.
For Comal, Guadalupe, Bexar, Kerr, Bandera and
Medina Counties:
Closed season on bass. perch or crappie and cat-
fish from Feb 1 to May 1
Bag limit, 10 bass and 10 crappie in any one
day
It is unlawful to use seine, net or other device or
trap for taking or catching fish except a minnow
seine of not more than 10 feet in length and mash
of not less than one-fourth inch
Waters of Big Wichita River in Wichita, Archer
and Baylor Counties:
Closed season Feb 1 to May 1 on bass or bass
species. perch, crappie, catfish and bream
Size lniit on bream, 5 inches
Bag limit per day, 10 bass or other fish of bass
species or aggregate w eight of 20 pounds
Aggregate of 20 crappie, i eam or calico bass.
-or aggregate weight of any or all in excess of 20
pounds
Closed season on rainbow trout until 1933
It is unlawful to leave fish on banks to die
Grayson, Bosque. Cooke, Denton, Burnet, Wilham.
son, Lampasas, Coryell, Hamilton, Erath, Dallas
and Hood Counties:
It is lawful to catch suckers, buffalo, ca-p and
shad with seine of any sie mesh or by use of wire
rope or grab hooks, during the months of July,
August and September All other fish must be re-
turned to the waters immediately
The owner of tile seine or one in possession of
sanie shall within five days make a report under
oath to Game, Fish and Oyster Comrmissioner. giving
the names of each person in seining party and that
all fish not permitted to be taken were released in
the waters immediately
Burnet, San Saba, Brown, McCulloch, Edwards,
Coleman, Concho, Menard, Mason, Gillespie, Kunble
Sutton, Knney. Uvalde, Real, Kerr, Comal, Val
Verde. Bandera. Reeves, Ward, Loving, Pecs, Me-
dina, Bexar, Hunt. Runnels, Rains. Williamson.
Zavalla, Dimmit, Milam, Travis, Lampasas and
Llano Counties:
It is unlawful to sell or offer for sale any bass
white perch, crappie, channel or other catfish
caught in the streams of above named counties
It is unlawful to use seine, net trap or other de-
vice for catching fish except nminnow seine of 20
feet, which may be used for taking minnows for
bait. In seining for bait, all fish and minnows
more than 3 inches in length must be returned to
the waters.
It is unlawful to leave any edible fish on banks
to die
Bag limit per day, 35 of any or all fish mentioned
Marion, Harrison, Smith and Rusk Counties:
It is unlawful to use seine, net, trap or other
device for taking fish, except minnow seine for thie
purpose of taking minnows and small perch for
bait
Jackson County:
It is unlawful to catch fish in fresh waters of
Jackson County by any means other than ordinary
hook and line or trot line or flounder gig and light
or by use of cast net or minnow seine, not exceeding
20 feet in length
Fish and Oyster Laws Relating to Commercial
Fisheries.
In addition to general provisions of the game,
fish and fowl laws for the guidance of the sports-
man and trapper there are on the statute books of
Texas laws for regulation of commercial fisheries
applying primarily to the coast, also laws relating
to the taking of mudshell from coast waters and
stream pollution These may be obtained on appli-
cation to the Game, Fish and Oyster Commission,
Austin. TexasPOWERS OF GOVERNMENT.
Theie are approximately eighty official
positions, boards and commissions in the
Texas government that may be said to
have State-wide significance. The tenure
is usually for two years, but on boards
and commissions where the overlapping
tenure is employed, terms are usually for
six (occasionally four) years.
State offices authorized by the State
Constitution aie those of Governor, Lieu-
tenant Governor, Secretary of State.
Comptroller of Public Accounts, Treasurer,
Commissioner of the General Land Office
and Attorney General. Others are statu-
tory offices Some of them, however,
were created by Legislature pursuant to
constitutional amendment, particularly
the Railroad Commission.
Elective State offices are Governor,
Lieutenant Governor, Comptroller of Pub-
lic Accounts, Treasurer, Commissioner of
the General Land Office, Attorney General,
Commissioner of Agriculture, Railroad
Commissioners (three) and Superintendent
of Public Instruction Other officials,
boards and commissions are appointed, or
hold office ex officio Most of them are
named by the Governor with the consent
of the Senate. Some of the higher State
officials are appointed by boards or com-
missions; for example, the State Highway
Engineer is appointed by the State High-
way Commission, which is named by the
Governor. (See page 140.)
Judiciary.
The State judiciary consists of one Su-
preme Court, one Court of Criminal Ap-
peals, eleven Courts of Civil Appeals and
something more than 100 District Courts
These courts are referred to as State
courts for the reason that they are pro-
vided for from the State general revenue
fund. The eleven civil appellate courts
and the Court of Criminal Appeals and the
Supreme Court consist of three members
each, and in addition the Supreme Court
has an assisting Commission of Appeals
consisting of two sections of three
Judges each, and the Court of Criminal
Appeals has an assisting commission con-
sisting of two members. These commis-
sions, however, are temporary bodies.
MIr -bers of the Supreme Court and Ap-
pe ite Courts hold six-year overlapping
terms. (See page 143.)
Legislature.
The Texas Legislature consists of a
Senate, which is fixed by the Constitution
at thirty-one members and a House of
Representatives, which is fixed at not
more than 150 members. Senators hold
office for four years, terms overlapping.
Members of the House of Representatives
hold office for two years. At present
there are 150 members of the House hold-
ing office from 127 districts. (See page
144.)
TEXAS STATE FISCAL YEAR.
The fiscal year of the State of Texas
ends Aug. 31; in some departments, how-
ever, including Railroad Commission and
Insurance Department, reports are made
to cover calendar years.
LEGISLATURE MEETING DATE.
The Legislature of Texas meets bien-
nially on odd years (1929, 1931, etc.) on
the second Tuesday in January.
