A HISTORY OF TYLER AND SMITH COUNTY, TEXAS
schools of Tyler and later at Bingham, North Carolina. In 1891
he entered the University of Virginia and graduated from that
institution in the class of 1894. Having begun the study of law
some time previously, he was admitted to the Bar of Tyler in the
year 1894. During the Spanish-American War he was instru-
mental in raising a company ("Smith County Rifles" of 110
to 115 men known as Company K, Fourth Regiment), of which
he was elected Captain and served almost a year. Later he became
Colonel of the 3rd Texas Infantry, National Guards of Texas.
In 1900 he was elected a member of the Legislature of Texas.
Hampson Gary is a Democrat and in 1902 to 1904 was a member
of the Democratic Executive Committee of Texas and later a
delegate to the National Democratic Convention. From 1909 to
1911 he served as a Regent of the University of Texas. In 1910 he
was commissioned Referee in Bankruptcy for the Federal Court
in the district of which Smith County formed a part, and in 1913
was appointed Standing Master in Chancery for the Federal
Court of the East Texas District. About the year 1915, with his
family, he moved to Washington, D. C. and on June 8, 1915, be-
came Assistant Solicitor of the State Department. On October 2,
1917 he was appointed by President Woodrow Wilson Diplo-
matic Agent and Consul General to Egypt with the rank of Min-
ister Resident and while serving at Cairo, Egypt, was in charge of
American interests in Palestine, Syria and Arabia, and for awhile
(in 1918) in World War I was at the front with Field Marshal
Allenby. In 1919 he was called to Paris, France, for work with
the American Commission to negotiate peace. On April 7, 1920,
he received the appointment of Envoy Extraordinary and Milis-
ter Plenipotentiary to Switzerland.
He returned to Washington, D. C., and began the practice of
law August 1, 1921, with offices also in New York City. In 1934-
1935 Gary was a member of the Federal Communications Com-
mission and for several years was Solicitor and Legal Advisor of
the United States Export-Import Bank. At this time (1947) he
resides in Washington, D. C. On December 12, 1901, Captain
Hampson Gary was married to Miss Bessie Royall of Palestine,
Texas. Their two children are Franklin and Helen.
Judge Stockton P. Donley.
Judge Stockton P. Donley, for whom Donley County was
named, was born in Howard County, Missouri, on M:ay 27, 1821.
After receiving his education at Transylvania University in 1846,
he moved to Clarksville, Red River County, Texas, where he was
subsequently elected District Attorney. In the year 1860 he moved
to Tyler, where he lived for many years at 236 South Broadway.
The Civil War having just started, he enlisted in the Confederate
