THREE MILLIONS AVAILABLE Fi
IB? ALONG MEXICAN BORDER
K&ad Paralelling Boundary Likely to Be First to Be Con
structed Under Federal Aid Eoads Bill; Great
Area of Texas Gives This State a
Large Appropriation.
WASHINGTON'. D C. Julr 22
Strategic highways can now be
constructed pursuant to the
previsions of the (5000000 federal aid
roads bill which had Just been signed
by president TVilson. The first of these
highways necessary for military pur
poses would naturally be the road
rhlch parallels the boundary between
be United states and Mexico and tra
verses the states of Texas New Mexico
rizona and California.
he cost of construction of these
Jointly built highways Is to be borne
KO percent by the federal government
and 50 percent by tne states the fed
eral icon es being divided proportion
ate to area population and post road
ieage The lirgest amount allotted to
- y state is to Texas by reason of Its
rge area. The other three mentioned
Itates also h?e a very large allow-
lace
"Therefore It would be possible to se-
Kire out of the appropriations for this
ar ana 131. oier a million and a half
' federal monies which together with
:e contributions of the states would
lake oi er J3r 10.000 aiailable for con-
niption of the Mexican frontier hlgh-
av comments chairman George C
'iehl of the A. A. A. Good Roads
oard
-While It s not possible to elve an
Ixact est mate of the cost of constrne-
lion per file yet it is altogether likely
that the first two appropriations by
the national government would be suf-
ficient to entirelj complete this high-
way which vould be useful not only
from military and commercial stand-
points but would attract road travelers
from all over the country particularly
those driving to or from points in south-
em California.
"It is interesting to note that the next
most important highways from a mili-
tary viewpoint are those along the At-
lantic and Pacific seaboards. Long
stretches of these roads have already
been improved and. from the monies
available from the first and second ap
propriations tne connecting gaps can
be completed so that within a period of
two or three ".ears complete road ar-
teries along the Atlantic and Pacific
coasts and the Mexican frontier can be
constructed
"There will remain then only the
highway- along the northern boundarv
of the United States to make a circle
of highways ground the margin of the
entire country This marginal highwa
can be supplemented by three highnas
east and west and eight or nine high-
ways north and south within the limit
of the amount stated in the federal aid
good roads bill and what the states will
contribute. This si stem of federal
roads in connection with what the -various
states are doing within a period of
six or seven years will make for a most
comprehensive internal development of
the country and the highways will
serve military commercial and general
travel purposes"
