the late Mary R. Fletcher,
former TSU professor, has been
established.
Designated as the Mary
Fletcher Endowed Scholarship
Fund, the interest earned on the
endowment will be used
annually to provide a scholarship
or scholarships to students who
are preparing for a career in
teaching.
Recipients will be selected by
the TSU Department of
Education and Psychology
faculty.
Contributions to the fund

Miss Fletcher joined the TSU
faculty in 1968 and resigned at
the end of' the 1979 summer
session because . of health
reasons. She died Dec. 15
following a hear attack.
Prior to coming to TSU, Miss
Fletcher taught at Carlsbad,
N.M. and Brown wood. She was a
native of Mullin in Mills County
and a graduate of Howard Payne
University and Sul Ross State
University;
At TSU, she was an assistant
professor and was sponsor of the
TSU chapter of the Texas
Student Education Association.

Law binds landlords
to correct hazards
Landlords in Texas are now legally bound to repair conditions
which effect the physical health or safety of a tenant. Passed by the
Texas legislature, the Warrant of^ Habilitability became effective
Sept. 1, 1979. Serious problems with plumbi.ng, wiring, rodents,
leaking roofs, lack of heat'or hot water may be covered.
In order to have repairs made, a tenant must give a notice to the
landlord (preferably written) that such repairs need to be made. The
tenant must not be delinquent in rent at the time the notice is given
and the tenant's family or guestwmust not have been responsible for
the repair problem. If after a reasonable period of time the landlord
has not remedied the condition, the tenant should give a second
notice to the landlord stating that they have the option of suing in
County Court or terminating the lease if the repairs are not made in
seven days.
The Warrant of Habilitability also provides for protection from
retaliation by the landlord. In the past tenants have often been
reluctant to complain about repairs, fearing eviction or rent
increases!

covered by this law, they should contact a local branch of the Texas
