The bill to create the hew county
of Mills out of Hamilton and cbnligu
ons counties, was favorably reported.
The senate bill fixing punishment

and over fifteen years, was adversely
reported, and the report adopted,
killing the bill.
The time is now five to fifteen

priation for legislative contingent ex
penses passed under suspension of
the rulos.
A message of the governor was re
ceived announcing tho following ap
pointments:
Robt. Rutherford, state health
officer; W. L. Davidson, assistant
attorney general; W. P. Hardeman,
superintendentolpnblic buildings and
grounds. W. W. Morritt, penitentiary
inspector.

The lower, house this morning
commenced to Clear away all brush
from tho battle ground provided it

bill had befh introduced forbidding
penalties any legislator, the judiciary
aud all other officers of the county,
state or district from accepting passes
from railroad corporations. The bill
as originally drawn attaohed the for-
feiture of office as a part of tho penal
ty, but the committee cut tbis part out
and-was sustained by the house.,
THE FIBST AMENDMENT
proposed aftor the bill had been re
ported favorably was to exempt Isher
iffs and other peace officers from the
operation of the act, when an amend
mentí wm oflferred exempting em
ploy«a3°f Ibe roadsjwho wero in the
servioe of the state. In fact, amend
ments piled in of such various kinds
and dimensions that the whole matter
was referred back to a committee, but
the discussion of the question was
somewhat exciting. Every man who
had a speech bottled up in him
thought this a proper time to relievo
himself. Alexander of Hunt,
WAS EMPHATIC.
in his belief of the necossity of the
taw contemplated by the bill, He
pointed to the existence of laws of a
similar «ature in other states, and de
dared no man who was in the rail
road employ had a right to represent
the people. This brought dot ap
plause from the anti-railroad people.
He stated that he had understood
