There Is a hush ai of mighty expectancy
In her very atmosphere; and ret to one
who listens well this very alienee Is
vocal with promise of a coming activity
such ai the slate has not heretofore
witnessed. There la a hum of prepara-
tion banlly loud enough as yet to he
distinguished from the sleepy droning In
tho hire of Inaction; a stir luch aa one
notice! before all general movements
wore eawlly felt tban described. It li as
though a vast camp had just awakened
and were rubbing their eyes before
rising. The sense of these things Is
upon ua and the movements of which
they are the sign may or may not
materialize. The camp may not hear
the expected order or it may have mis-
taken some light for the approaching
day and turn over anil go to sleep again
until some more decisive word ol com-
mand Is given. Whatever the result
only future actions and accomplish-
ments may decide but at present
the hum ef a general movement
Is noted In every place and Is not
confined to anyone thing. It Is see. In
the world of mind and matter; In the
Held of agriculture manufacturing rail-
roading politics and schools to say no
sore.
One month since and Texas was se-
verely exercised over her orop pros-
pects In nearly every seotlen of the
state. 1'rotracted drouths had left her
coll without moisture sufficient to sup-
ply the roots of her grasses or the thirst
ef her stock. Millions of acres of graz-
ing land were as dry as a desert And cat-
tle and sheep were dying of thirst by the
hundreds. The crops were parched and
stunted whole counties without pros-
pect of a sufficient yield to return even
the seed east Into the ground. Copious
ralas have fallen In nearly every section
tt the state and from every quarter
comes the hopeful expectation of as
large crops of corn ootton and fruit as
were ever grown In the state. Wheat
and oats were too badly Injured by
drouth to fully recover but the yield Is
found to be fully one hundred per cent
over the estlmateln very many locations.
With the revival of agricultural
premise has oome a revival of manufac-
turing enterprise and from nearly
every section of the state manufactur-
ing Industries are being projected that
will do more for the development of this
great commonwealth and add more to
her material wealth than any agency
could lecure. The need of creative In-
dustries that shall utilize the raw pro-
ducts of our fields and flocks and con-
vert them into material fer consumption
at home- Is more and more re
alized and many Industrial centers are
catching the spirit of manufacturing and
entering Intelligently upon the work of
organizing and building them up. The
signs grow most hopeful that before the
decade closes there will be found all
over our state lucrative manufacturing
planta that will Increase the value of our
home products add largely to the num
ber of our wsge workers and by dlsburs
Ing at home uo Inconsiderable part of
the monies sent abroad add year by year
to the prosperity and wealth of our
people.
The reccit school seminary and col
lege commencements of which the press
of tbls state have given such full reports
speak tbelr own language concerning
the eduoatlonal progress of our people
and the wise and Intelligent progress
they are' making to advance the stand
ard of our schools and raise the grade of
scholarship until we shall be second to
no state In the Union In the complete
ness and efficiency of our school system.
Th movement seems general through
out Texas to make this summer's work
In our normal training Institutes yield
the largest practical results In Inciting
the teachers to a new ambition for the
schools;such an ambition as will lead the
people to place a higher value upon
these mental nurseries of the state and tie-
vise for their maintenance and. Increased
efficiency aa never before. Of her rail-
roailsnnd politics we will not now speak
Hut concerning these It may be truth-
fully said that forgetting the things
which are behind she Is reaching out
Into broader fields and that this year
will see a new departure In politics
which will be of Immense advantage to
the statu governments a new Impetus to
railway enterprise that will open up
vast sections ol our state to settlement
and greatly Increase our commercial
facilities.
Cu.vbi.am having been married and
comfortably settled down to house-keeping
the newspapers for want of some-
thing better to do have taken up his sis-
ter's case and Insisted that .Miss Itose
Cleveland shall enter the bonds of mat-
rimony also. The Chicago Tribune
very mildly Insinuates that the nays of
literature are hard and Its paths thorny
and that a blooming Hose should not
waste Its sweetness on such desert air.
The Tribune should not forget that Miss
Cleveland has not found the road to tho
publisher's pocket a macadamized one.
The novel Jllss Hose Cleveland has In
press has netted her $120(10 besides
what fame and demand for one mure
may lie behind It. Thla Is n good be-
ginning for n young novelist Hut what
we want to know Is tbls If Miss Cleve-
land sees lit to maintain her single sis-

not true as stated that bids for ordi-
nance and other pamphlet printing were
not presented the council. Such bids
were presented by the Lioiit office and

75 cents per page for the first 100 copies
and 50 cents per psge for every 100
copies thereafter. These bids were seen
by disinterested parties who can verify
this statement. When the council and
bis honor the mayor attempt to evade
the consequences of this favoritism In
giving the city printing to their own
creature Irrespective of the price paid
and without consulting the Interests of
the city treasury they attempt an tut
possibility.

election he frankly said he had no Idea
of running for any olHce at all. Canvass-
ing for olllee did not suit his tastes and
habits and In case he should be elected
to a county office the duties of such
olllee would conflict with his present
business which was congenial to his
taste. He had accepted the office of city
treasurer merely because that office
would not Interfere with bis dutlea
of the bank The salary of the city
treasurer was only $11 per month and
waa really so small aatorender the office
burdensome rather than profitable In
case the person filling It had to rent an
office anil give up all private business so
as to be dally In the office of the city
treasurer. Mr. Herri expressed In
very decided terms his determination
not to be a candidate for any county
olllee and gave very solid reasons for
this determination. .Steer clear of the
mire of politics as the majority of men
of all hues mid shades of political opin-
ion appear to be consumed by thirst for
olllee; the repugnance of Sir. Herd to
engage In the scramble for office Is quite
creditable to blm. The reporter under-
stood from Mr. HerfTe conversation that
he as city treasurer alone paid out the
city funds nnd that warrants were
drawn upon the city treasurer In favor
of Ihe tiersons to whom the city was In
debted. This corrects the erroneous
latement that he turned the runus over
to others to pay out.
