Arthur baa been an Invalid since leaving j
the while house. He has suffered from a I
complication of diseases but Inc Imme-
diate cause of his death was cerebral ap-

at the time of his death a widower for
the past seven years and leaves two 1
children; a son Chester Allen aged
twentT-twoyears.and his fourleen.vear- I
old daughter Nellie to whom he was 1
passionately devoted
Chester A. Arthur was" born In Fair-
field Vermont October Sth 1SJU. Hit
father was a Baptist clergyman of con-
ildorahlo reputation; a graduate of Bel-
fast university Ireland Chester was
oarefully educated at home entered
Union College Hchcnectedy at fifteen
years of age; graduated with honor In
HIS; partially supported himself by
teaching while passing through college
and followed I hat profession for several
years thereafter. .Studied law and wai
admitted to the bar In the City of New
Vork In IH.VJ. Six years later ho married
Miss Kllen Lewis Hern. Ion daughter of
a deceased naval officer of Virginia.
Mrs. Arthur died In.lanuary Ihnu and
the ex-prealdrnt never re-married.
As a lawjer Mr. Arthur had it high
reputation at the New Vork bar. As n
champion of the rights of the colored
people he wonenvlablo legal distinction
In cases argued before the supreme
court ot lilt slale nud thu courtofnp-
peals agalnsl the ablest counsel In Vir-
ginia. Mr. Arthur was originally a Clay
whig In politics but naturally gruvl
tated to the republican party and was a
member of the Saratoga convention
whloh founded the republican parly of
New Vork. As Inspector general quar-
termaster general and engineer under
Governor Morgan during tbe late war
he rendered most elllclent service anil
not a dollar of deduction was made
when his accounts wern audited al
Washington at the close of the rebel-
lion. At the secret meeting of loyal
governors In ISUJ Mr. Arthur was tho
only person present not a governor of n
state and his presence at tho council
was by special Invitation.
Returning to the practice of his proV
fessloti he was actively and successfully
engaged In lis duties until 1871 when hn
waa appointed by General U. S. Grant
collector of the port of New York. Ho
as re-appolnted In 1S75. -Neglecting
o comply with President Hayea'order of
1S78 prohibiting persons In the civil
employ of the government from taking
part In political mailers Mr. Arthur
n us removed from bis cnllectorsblp. He
was at that time chairman of the Repub
lican Central committee of New Vork
City and did not deem It wile to resign
his olllce. Two special commissions insti
gated by his political and personal
enemies made a thorouich investigation
of his olllce but both the president and
the seoretary of tbe treasury were
obliged to acknowledge the purity of his
political acts. Ills reforms were more
practical sweeping and inoro thor
oughly In accordance with the provis
ions of the civil service thin thou of
any of his predecessors or successors.

which followed tbe assnsslnatlon of
President Garlleld Mr. Arthur showed
the real greatness of his character and
slowly won a recognition for great
abilities and wise administrative qual-
ities such as had not heretofore been
accorded him by the nation at large.
Perhaps no man who ever was plaoed at
tbe head of this nation has had a more
delicate position to till 111 hi hud Mr.
Arthur when called to take tbe place of
his chief against whom he had been In
opposition. During the almost four
years that bo was president of
thlt nation he approved himself
the nation as a man of
re honorable and dignified character;
statesman of broad liberal wise
humane and progressive Ideas; an ex
ecutive ollloer of rare administrative
qualities and at all times a gentleman
In whom the dignity und honor of the
nation were well represented. His ad
ministration was respected at home and
abroad and when he retired from olllce
he carried with him the respect and
oonlidenoe of tbe entire nation.
The cares of olllce have borne thlt
honorable man this true friend this
loving husband and father Into an un
timely grave. Tho nation mourns him
at one every way worthy of honor for
upon hit memory there Ilea not a
