Sixty-second Legislature-Regular Session
AUSTIN, TEXAS, TUESDAY, JANUARY 12, 1971
PROCEEDINGSFIRST DAY
(Tuesday, January 12, 1971)
In accordance with the Constitution
and Laws of the State of Texas, the
Senate of the Sixty-second Legisla-
ture met in the Senate Chamber of
the State Capitol on Tuesday, the
twelfth day of January, 1971, at
12:00 o'clock m.
The President of the Sixty-first
Legislature called the Senate to order.
The President recognized Senator
William N. Patman, who presented
the Most Reverend Patrick Flores,
Bishop of the San Antonio Diocese,
who delivered the invocation, as
follows:
"Heavenly Father, who for the
glory of your Majesty, and the wel-
fare of mankind, appoints men to de-
termine the destinies of your children
on earth. Grant that these whom you
have appointed through your people
to make decisions for the people of
Texas be favored by your heavenly
blessings. May they be filled with the
spirit of wisdom, knowledge and love.
May they take their responsibility
most conscientiously.
"Almighty and Providential Crea-
tor, Father of our Great Nation, in
whom we trust, we sincerely trust and
humbly implore your Divine Assist-
ance as these legislators and repre-
sentatives gather here for the begin-
ning of this session.
"Let the light of your Spirit shine
upon them that they may clearly see
your will.
"Let the fire of your love warm
their hearts so that all they say and
do may be truly out of love for the
people whom they represent and
serve.
"Pour out on each of them your
richest blessing.
"May your Angel of peace be with
them to defend them against all ad-versity and to guide them in their
responsibilities.
"May you be praised throughout
our State and our Nation forever
and ever. Amen."
Appointment of Temporary Officers
The President announced the ap-
pointment of the following as tem-
porary officers of the Senate:

Sergeant-at-Arms-Tommy Town-
send
Journal Clerk-Minnie Meier
Calendar Clerk-Arline Morse
Doorkeeper-Charles Jones
Parliamentarian-Frank Elliott, Jr.
Roll Call of Senators-Elect
The President directed the Secre-
tary of the Senate to call the roll of
the Senators-elect as certified by the
Secretary of State.
The roll was called and the follow-
ing Senators-elect answered to their
name:
The Honorable Lindley Beckworth
to represent the Second Senatorial
District, composed of Gregg, Panola,
Rusk, Shelby, Smith, Upshur, Van
Zandt and Wood Counties.
The Honorable Joe J. Bernal to rep-
resent the Twenty-sixth Senatorial
District, composed of: Bexar County
(part).
The Honorable H. J. (Doc) Blanch-
ard to represent the Twenty-eighth
Senatorial District, composed of : An-
drews, Cochran, Crosby, Dawson,
Gaines, Hockley, Lubbock, Lynn, Mar-
tin, Terry, Ward, Winkler and Yoa-
kum Counties.
The Honorable Chet Brooks to rep-
resent the Seventh Senatorial Dis-
trict, composed of Harris County
(Southeast part).
