tically assured and with two of
America's railroad kings striving for
the control of the Valley of the Low-

and congress has become almost a
dog and cat affair" writes the Hous-
ton Post's Washington correspandent.
While the description is undignified
the situation seems to justify it. The
entire nation must feel mortified at
the unbecominng methods which the
chief executive has adopted in his de
termination to discredit congress be
cause that body dared to criticise his
actions in relation to the secret serv-
ice. Roosevelt seems destined to go
out of office with his popularity
which has been unusually great very
much diminished.
