qualified; and regularly thereafter, each year four trustees and
three trustees alternately shall be elected for a term of two years
to succeed the trustees whose terms shall expire at that time.
SEC. 3. The Parks Independent School District, as created by
this Act, shall have and exercise, and is hereby vested with all
the rights, powers, privileges and duties of a town or village incorporated
under the General Laws of the State for free school
purposes only and the board of trustees of said Parks Independent
School District shall have and exercise and are hereby vested
and charged with all the rights, powers, privileges and duties conferred
and imposed by the General Laws of this State upon the
trustees of independent school districts incorporated under the
General Laws of Texas for free school purposes only.
SEC. 4. The board of trustees shall have the power to and may
appoint a tax assessor and collector and board of equalization for
said district.
SEC. 5. The unsatisfactory condition of the schools in said district
creates an emergency and an imperative public necessity that
the constitutional rule requiring bills to be read on three several
days be suspended, and the same is. hereby suspended, and that
this Act take effect and be in force from and after its passage,
and it is so enacted.
[NOTE.-Senate Bill No. 46 passed the Senate, yeas 27, nays 0;
and passed the House of Representatives, yeas 102, nays 0.]
[The foregoing Act was presented to the Governor of Texas for
his approval on the 15th day of May, A. D. 1923, but was not
signed by him nor returned to the House in which it originated,
with his objections thereto, within the time prescribed by the Con:stitution,
and thereupon became a law without his signature.]
Effective 20 days after adjournment.
