this Act shall become due and payable on October Filrst of each
year and shall 'become delinquent on February First of each year
following, and on and after such delinquency occurs a penalty as
now provided by law shall accrue and be collectable. All delinquent
taxes shall bear interest at the same rate as delinquent State
and county taxes.
SEC. 22. To facilitate the prompt collection of taxes levied and
assessed against the taxable property :within said district, and to
avail said independent school district of its lien therefor upon any
property delinquent for taxes, the board of trustees may in its
discretion waive the regular proceedings by law for the enforced
collection of taxes, and adopt an extraordinary remedy of direct
suit therefo;r against the owner of the property so delinquent, and
for the foreclosure of the lien in the form of a, suit for debt and
foreclosure according to the statutory provisions in such cases, obtaining
service upon the defendant or defendants in such suit in
the manner as now prescribed by general law. Such suit or suits
shall be prosecuted in. the name of the Ringgold Independent School
District. Montage County, Texas.
SEC. 23. The officers of said board of trustees may be removed
from office at any time for misconduct and inefficiency by a. majority
vote of the members of the board upon charge duly made in
writing and filed with the board, provided the accused shall be afforded
a fair, full and impartial trial, but the act of the trustees
in so removing said official shall be final.
S'Ec. 24. It is especially provided, however, that the right is
expressly given hereunder that the board of trustees of said district
may select the county tax assessor to assess the said taxes of said
district, the county tax collector to collect said taxes, and the county
treasurer to be the treasurer of said funds if it so desires, and
when any such appointment is made the general lavw shall be applicable
to the manner of qualifications, bond and remuneration for
such services.
SEC. 25. All laws and parts of laws in conflict herewith are
hereby repealed in so far as they conflict with the provisions of
this Act.
SFC. 26. In case any of the provisions of this Act, or any part
thereof, shall be held to be ineffective or unconstitutional such action
by the courts shall not invalidate the remaining parts or part
of this Act.
SEC. 27. The peculiar condition of the affairs of the schools of
this district, the condition of the finances, thereof, and the importance
of this legislation to the people within said district creates
an emergency and imperative necessity that the rule requiring bills
to be read on three several days, as provided by the Constitution,
be suspended and the same is hereby suspended and this Act shall
take effect and be in force from after its passage, and it is so
enacted.
