Hand exercise, and is hereby vested with all the rights, powers, privileges
and duties of a town or village incorporated under the General
Laws of the State for free school purposes only, and the board
of trustees of said Marlin Independent District shall have and
exercise, and is hereby vested and charged with all the! rights, powers,
privileges and duties conferred and imposed by the General
Law:s of the State upon the trustees of independent districts created
and organized under the General Laws of this State.
SEC. 4. That the board of trustees of said Marlin Independent
District, in addition to the power and authority to appoint a tax
assessor anqnd 'collector for said district, or to require the county assessor
and collector to assess and collect the district school taxes in
and for said district, as now provided by the General Laws of this
State, shall have and are hereby granted full power and authority
to employ the city assessor and collector of the City of MLa.rlin to
asses* a(nd collect any and all taxes that may be levied in, upon or
for said Marlin Independent District, paying him such reasonable
compensation therefor as to said board of trustees may seem best;
and the said city assessor and collector shall have the same afuthority
to assess and collect taxes in said independent school district
as he now has to assess and collect taxes for the city, and
the tax payers of said district shall render and pay taxes to him
under the same rules and regulations and pains and penalties as
provided lby the General Laws of this State for the rendition and
assessment and payment of taxes. Said board of trustees for said
'Marlin Independent School District are hereby authorized and required
to appoint a board of equalization, for the purpose of equalizing
the tax in said district, and said board shall perform the duties
and have the same authority as is required of and vested in
boards of equalization for counties in this State.
SEC. 5. To facilitate the prompt collection of taxes and to effec-tually
avail itself of the lien therefor upon any property delinquent
the board of trustees miay. in its discretion, waive the regular
proceedings prescribed by the general laws for the enforced
collection of taxes and adopt the extraordinary remedy of a direct
suit therefor against the owner or owners of the property delinquent
and for the foreclosure of the lien in the form of suit for
debt and foreclosure according to the statutory form and procedure
in sucth cases, obtaining service upon the defendant or defendants
in such suit in the manner as now provided bvy general law. Such
suit or suits shall be instituted and prosecuted in the name of the
Marlin Tndeedent School District as plaintiff.
SEC. 6. All bonds heretofore issued by any former school dis-trict
or school districts included within the bounds of the Marlin
Independent School District as herein created, shall remain in full
force and effect in so far as the creation of this district might in
any manner affect the same: and any territory taken from any district
havil, an outstanding bonded indebtedness shall remain and
be ehal,_2eable with its pro rata part of such indebtedness.
SEC. 7. The local maintenance tax heretofore voted in said Marlin
Independent School District as it existed prior to this Act and
