92 SPECIAL LAWS.
boundaries is hereby divested of the control of the public free
schools within its limits and said Winnsboro Independent School
District is hereby invested with the exclusive control of the public
schools within the limits of said district, and hereinbefore defined,
and the title and rights of all property owned, held, set apart or
in any way dedicated to the use of the public free schools of the
city of Winnsboro heretofore vested in the mayor, city council
or trustees of said city, shall be and is hereby vested in the board
of trustees of said Winnsboro Independent School District and their
successors in office.
SEC. 3. That the seven persons constituting the board of trustees
of the Winnsboro Independent School District at the time this Act
takes effect shall until the expiration of the terms for which they
were elected and until the election and qualification of their successors
hold the offices of trustees and constitute the board of trustees
of said Winnsboro Independent School District, and their successors
shall be elected for the term and in the manner prescribed by the
General Laws for the election of trustees in independent school districts.
SEc. 4. That the treasurer of the board of trustees of the Winnsboro
Independent School District, shall until the expiration of the
term for which he was elected, shall continue to be the the treasurer
of the said Winnsboro Independent School District, and all money or
other property belonging to said school in his possession or in the possession
of said'board of trustees or any of its officers, shall from the taking
effect of this Act, be held, used, and applied to and for the use
and benefit of said Winnsboro Independent School District: That
any taxes levied for the year 1911 or any prior years by the city
council of the city of Winnsboro for the maintenance of its schools,
now uncollected, shall be collected and be paid by the tax collector
of said city of Winnsboro to the treasurer of the Winnsboro Independent
School District; that the portion, if any, remaining unpaid,
or the apportionment for the present scholastic year to said
city of Winnsboro, of the State and of the county available school
fund shall be by the proper officer paid to the treasurer of said
Winnsboro Independent School District, and that all contracts, undertakings
and obligations made and entered into by and with the board
of trustees of the public free schools of the city of Winnsboro, if
there still be any in force, shall inure to the benefit of and be
assumed and performed by the Winnsboro Independent School District;
provided, however, that the Winnshoro Independent School
District shall not assume or be or become liable for any part of the indebtedness,
contracted or incurred by the city of Winnsboro or its
council.
SEC. 5. 'That the Winnsboro Independent School District shall
have and exercise and is hereby invested with all the rights, powers,
privileges and duties of the town or village incorporated under the
General Laws of this State for free school purposes only, and the
board of trustees of said Winnsboro Independent School District
shall have and exercise and are hereby invested and charged with
all the rights, powers, and privileges and duties conferred and im-
