S.B. No. 2526
1 Sec. 3863.105. ECONOMIC DEVELOPMENT PROGRAMS. (a) The
2 district may establish and provide for the administration of one or
3 more programs to promote state or local economic development and to
4 stimulate business and commercial activity in the district,
5 including programs to:
6 (1) make loans and grants of public money; and
7 (2) provide district personnel and services.
8 (b) The district has all of the powers of a municipality
9 under Chapter 380, Local Government Code.
10 Sec. 3863.106. STRATEGIC PARTNERSHIP AGREEMENT. The
11 district may negotiate and enter into a written strategic
12 partnership with a municipality under Section 43.0751, Local
13 Government Code.
14 Sec. 3863.107. NO EMINENT DOMAIN. The district may not
15 exercise the power of eminent domain.
16 Sec. 3863.108. ANNEXATION OR EXCLUSION OF LAND. (a) The
17 district may annex land as provided by Subchapter J, Chapter 49,
18 Water Code.19 (b) The district may exclude land as provided by Subchapter
20 J, Chapter 49, Water Code. Section 375.044(b), Local Government
21 Code, does not apply to the district.

23 SUBCHAPTER D. PUBLIC PARKING FACILITIES
24 Sec. 3863.151. PARKING FACILITIES AUTHORIZED; OPERATION BY
25 PRIVATE ENTITY. (a) The district may acquire, lease as lessor or
26 lessee, construct, develop, own, operate, and maintain parking
27 facilities or a system of parking facilities, including:
