No. A new birth record can be
issued on which the child is shown
to pe legitimate.
Whot about the birth record of
an adopted child? There are legal
means by which a new record of
birth can be filed showing the
adoptive parents to be the natural
parents.
These and many other compli
cations of \itai statistics—facts of
life and death so confidential that
discarded correspondence must be
specially burned — will be aired
during n 2-day conference on vl
tal records and public health sta-
tisties December 6-7 at the State
Department of Health.
If you happen to be a "nosolo-
gtst" they will be expecting you
at the December meeting. Nosolo-
gies are cause-of-death coders.
State Registrar W. D. Carroll said
they will meet simultaneously with
other vital statisticians from thro-
ughout the state. Carroll and his
staff will discuss with them each
point in the international system
of death coding, the method estab-
lished by international agreement
to standardize death records and
permit comparisons for world-wide
study.
The problems facing registra-
tion officials are as varied as the
personalities of the 8 million Tex-
ans they try to keep tabs on," Car-
roll said.
One of the most important items
to be considered will be the neces-
sity for requiring complete docu-
mentation before amending a birth
certificate.
A recent case involved a youth
who made application for his birth
record to enter air cadet training.
When the certificate was issued
his middle name was listed as "Ro-
ger" instead of "Robert," the
name he had been using all his
life
Before the amended record
could be issued he had to furnish
documentary evidence in the form
of a baptismal record showing ear-
ly use of "Robert" as a middle
name.
"Without such documentation."
Carroll said, "birth records lose
some of their value as evidence."
The statisticians will also talk
about ways of handling delayed
birth certificates, methods by
which Texas parents who adopt
children horn in other states or
foreign lands can get birth rec-

Director Of Law Enforcement For
Game Commission Gives Report
Fall hunting hopes of a few Tex-
ans were punctured by court-in-
flicted penalties for abusing wild-
life, according to the latest arrest
report issued by the Director of
Law Enforcement for the Game
and Fish Commission.
Fines ranging upward from $100
were common as Justices of the
Peace dealt sternly with violators
some of whom lost their licenses.
The harshest penalty comprised
three $200 fines plus costs for
telephoning" fish. This charge co-
vers use of an electrical device,
usually a magneto equipped hand-
cranked telephone museum piece.
Fish are shocked and forced to

The maximum penalty for this
charge was made against persons
from San Antonio, Luling and
Rockdale. Defendants from Whit-
