a ceremony in the chapel of
First Baptist Church in Crane
Friday were Miss Jan But-
terfield and JackNelson Wag-
goner, Jr. The Rev. A.D.
Kyle, Jr.. pastor, officiated.
Mr. and Mrs. C.L. Butter-
field of Rusk and Mr. and
Mrs. Jack N. Waggoner are
parents of the couple.
The bride wore a street -
length white organza dress
designed in Empire style and
trimmed in seed pearl.
Mrs. Waggoner, a special
education teacher in Crane
Elementary graduated from
Rusk High School and is a
1960 graduate of Sam Hous-
ton State University where
she was named to the Dean's
List.
1969 graduate of Sam Hous-
ton State University where
she was named to the Dean's
List,
Her husband , an insurance
adjuster in Odessa, is a grad-
uate of TexasTech University
where he was a member of
Sigma Nu social fraternity.
The couple will live in Od-
essa.

Civic Leaders Bet Citation From industrial Commission

Fifteen Rusk business and
civic leaders received citat-
ions today torn the Texas
Industrial Commission and
Governor Preston Smith for
having made a "significant
contribution to Texas' indust-
rial development".
The citations were present-
ed to local recipients by E.H.
Sheffield of the commission
staff in a meetingcluminating
nearly a year's work towards
incorporating pertinent in-
dustrial location information
on Rusk into the nation's
most sophisticated computer-"
iied site location date bank.
Called "Insta-Site", the
commission's computer pro-
gra m has already received
two distinguished awards it-
self from the southern Indus-
trial Development Council, a
profesional society cover
ing sixteen Southern states.
Participation of local lead
ers in gathering information
for "Insta-Site", means that
Information on Rusk indust-
rial assets will be instant-
ly available to all industrial
firms considering new plant
sites in Texas,
Sheffield presented Houston
White who served as the com-
mission's local coordinator
for the project, a massive
88 page printout containing
1444 items of information on
the Rusk area. Local award
recipients collected data for
393 items of information on
the printout and the balance
were collected for the com-
munity by the commission
staff.
As soon as the local group
has reviewed the information
and suggested any changes
necessary, a computerized
Community Analysis Report
will be available that shows
how Rusk compares with oth-
er cities of similar size on
the factors that industrialists
look for in locating new plants.
Using the Community Anal-
ysis Report as a guide, Rusk
leaders will be able to plan
effective measures to spur
local economic growth,
"The next phase in the dev-
elopment of the computer pro-
gram is to match Rusk's plant
location resources with a pro-
file of the location require-
ments of all types of expand-
ing industries", Sheffield
said,
'This will enable us at the
commission to help you con-
centrate your industrial dev-
elopment program on com-
panies you have the best
chance of attracting to Rusk",
Sheffield continued.
Statewide, more than 14,000
business and civic leaders in
390 Texas cities will receive
the special citations for their
