funds back to TxDOT. The DPS
annual allocation from the State
Highway Fund has grown from
$30 million in 1983 to more than
$300 million in 1997. Moving the
DPS allocation to General Rev-
enue would allow TxDOT to cover
' the state match and protect state-
funded maintenance and construc-
tion programs.
• Move the point of taxation of
, state motor fuel taxes, which un-
like most other taxes, can be ac-
counted for and collected at sev-
fj¡, eral points in the distribution and
<J(.8ale of the fuel. Texas, as do many
j„ other states, collects the tax from
the distributor at the time of deliv-
,,.ery to a service station or retail
business. However, the federal
¿ t, government and 19 states have
, moved the point of collection from
(,. the distributor to the terminal, or
m what is known as the rack. The
terminal is where distributors

Texas could get an additional large
increase in federal transportation
allocations. Whatever savings that
can be achieved by reducing fraud
and administrative/collection cost
would, by lasv, be split bet ween the
State Highway Trust Fund (75
percent) and the Available School
Fund (25 percent).
Commissioner Nichols made it
clear that he has no problem with
funding DPS and education to the
highest level possible. "We would
like, however, to see them funded
from General Revenue funds
rather than the Highway Trust
Fund," he said.
"Limited funds, increased traf-
fic and increased weights are the
problem. Five years ago, 57 per-
cent of our roads were rated desir-
able. That is down to 30 percent,"
he said.
He sees no new construction
soon, because Texas must take care
of existing roadway needs.
Commissioner Nichols sounded
a warning to his rural listeners.
"Additional funds derived from the
Federal government will be spent
where they say and that will be the
urban areas. The rural areas will
get cut."
"Nothing helps economic devel-
opment more than good roads.
Nothing hurts economic
develpment more than bad roads,"
he said. "We must pull together
and contact all the right people
and get our message to them," he
said. "All we're asking is that they
give us the portion (of tax dollars)
everyone thinks we're getting," he
stated.
The com misioner spoke to a gath-
ering of East Texans in Tyler
Thursday noon. The function was
hosted by the Tyler Area Chamber
of Commerce and the Texas Good
Roads/Transportation Association.
Jeff Austin III, East Texas banker,
presided at the meeting held in
the Holiday Inn.

In a letter to Mayor Emmett
Whitehead, Dr. Joyce Snay, direc-
tor of the program, extended con-

Rusk City Council and Mrs.
Wendeborn for her accomplish-
ments.
Mrs. Wendeborn has been em-
ployed at city hall since 1982 and
Jwas promoted to city secretary in
T1993.
She and her husband, Jim, have

'years. She grew up in Corpus
[Christi and graduated from high
(school there. She also attended
[junior college iu Corpus Christi.

Bop slated
FREE (Friends of Rusk Eagle
Education) will sponsor a social
from 8-11:30 p.m. on Thursday,
Feb. 11, at the Rusk Civic Center.
Dubbed "Heartbeat Bop," the
party will have a Valentine theme.
Games and prizes will be the focus
of the evening. There will be a
D.J.and refreshments.
A $4 admission covers the
evening's activities. This event is
open to students enrolled in Rusk
Junior High only. No exceptions
