SEC. 2. That Section 8, Chapter 19, of the Local and Special
Laws of the Regular Session of the Thirty-sixth Legislature, be
amended so as to hereafter read as follows:
Section 8. The board of trustees shall appoint some suitable
and qualified person as assessor and collector of taxes for said
district, who shall be required to give bond in such sum as the
board of trustees may designate, not less, however, than three
thousand ($3000) dollars, with two or more good and solvent
sureties, payable to the president of the board of trustees and
his successors in office, to be approved by the board of trustees,
conditioned for the faithful performance of his duties and the
payment of the funds collected by him to the treasurer of said
board of trustees. The tax assessor and collector for said Garwood
Independent School District shall be paid as compensation
for his services as such tax assessor and collector a commission
to be determined and agreed upon by and between the
said board of trustees and such tax assessor and collector, not
exceeding, however, one-half of one per cent of all funds collected
by him as tax collector, and such compensation for assessing
as is provided to be paid the county tax assessor for similar
services. The board of trustees shall have the privilege of appointing
the tax assessor and tax collector of Colorado County,
Texas, respectively as tax assessor and tax collector for said
district, and in such case no bond shall be required of them, and
for their services such assessor and collector shall be paid such
compensation as is provided by law.
SEC. 3. There shall be added to Chapter 19, of the Local and
Special Laws of the Regular Session of the Thirty-sixth Legislature,
Section 8a reading as follows:
Section 8a. Board of Equalization. The board of trustees
shall appoint, each year, at any time not earlier than the first
day of May and not later than the second Saturday of said
month, three citizens, residents of said Garwood Independent
School District, to act as a board of equalization.
SEC. 4. There shall be added to Chapter 19, of the Local and
Special Laws of the Regular Session of the Thirty-sixth Legislature,
Section 8b reading as follows:
Section 8b. Meeting and Duties of the Board of Equalization.
The members of the board of equalization appointed, as provided
in the preceding section, shall convene on the second Monday
of each year, or as soon thereafter as practicable before the
first day of June, and shall perform all the duties and in the
manner required by law.
SEC. 5. The fact that the present law pertaining to the subject
embraced in this Act is inadequate creates an emergency
and an imperative public necessity that the constitutional rule
requiring that bills be read on three several days be suspended,
and that this Act shall take effect from and after its passage,
and it is) so enacted.
